Job Duties:
First consideration will be given to State of Ohio DODD OCSEA employees.

Primary Technology: .NET Secondary Technology: SQL

Analyzes, designs, develops & implements new large &/or complex departmental computer systems or substantive modifications to existing large &/or complex departmental computer systems on or across multiple platforms including mainframe, minicomputer, servers of various operating systems, & microcomputers with direction from senior staff; uses multiple development tools & techniques including but not limited to object-oriented visual developments tools such as Microsoft Visual studio with VB .NET; C# using Open Database Connectivity (ODBC), ActiveX Data Objects (ADO), LINQ2SQL or other access methods to connect with Microsoft SQL Server or Oracle; Client Side tools such as AJAX; Jquery ; testing tools such as Rhino Mocks; MS VS load test for designing & deploying, world-wide websites, intranets & web based applications & information access, using reporting tools such as MS reporting services; COGNOS & data mart/data warehouse tools to create & deploy on-line analytical processing (OLAP) access to department data repositories through PC's & web interfaces; Maintains or writes new code utilizing SAS as necessary. Writes & implements large &/or complex computer systems or substantial modifications to existing large &/or complex computer systems using tools mentioned above for Departmental systems whose scope includes but is not limited to the following: Medicaid & third party billing & reimbursement; Provider Portal related Application; Information Dimensions System (IDS); Medicaid Services System (MSS).
Conducts investigations of & analyzes user needs & existing functions to determine feasibility, requirements, & hardware & software alternatives for computerization; prepares estimates of computer & human resource factors; recommends appropriate hardware & software to higher level authorities; develops system flowcharts & detailed program specifications; designs database requirements, structures, & procedures including system test procedures to determine validity & reliability; writes complete system documentation.
Researches technical computer manuals; monitors operational systems for continued utility, efficiency & user satisfaction & provides ongoing system maintenance & evaluation. Contacts & works with users during entire development process; coordinates work with consultants, vendors, & agency representative; trains users in operation & procedures of new or modified system; writes user manuals & system processing instructions; gathers necessary data & produces graphics & reports for presentations using tools such as Microsoft Powerpoint ; makes presentations to other department offices; attends training for computer systems design and programming.

Minimum Qualifications: Education Core undergraduate program in Computer Science or Information Systems or equivalent work experience. AND Experience Minimum 3 years combined work experience in any combination of the following: designing and performing systems analysis, developing and/or modifying programs for computer applications recommending application solutions and/or testing and correcting programs as it relates to testing and implementation and assisting with documentation including 2 years technology related work experience as specified by the agency position description and vacancy/job posting.

Major Worker Characteristics:
Knowledge of: computer and electronics, oral and written communication tools and techniques, customer support and personal service, state and agency policy, procedures and applicable laws*, vision, mission and goals of agency*, software development principles and methods for design, development, testing and implementation of new or modified software, commonly used query language, mathematic principles relative to assigned area in IT, IT principles, methods and practices in assigned specialty area, standard software validation tools, software distribution tools and mechanisms, technical writing and documentation practices. Skill for: reading comprehension, speaking, service orientation, troubleshooting, critical thinking, and complex problem solving. Ability to: stay abreast of current technologies in area of IT assigned, deal with problems involving several variables in familiar context, and define problems, collect data, establish facts and draw valid conclusions.
