The purpose of this position is to coordinate employee relations programs and functions at the North Texas Tollway Authority. Under the supervision of the Assistant Director of Human Resources, this position will be responsible for the development and implementation of program goals, objectives, policies, and procedures. The incumbent will work with multiple departments within the organization to provide advice to supervisors, managers and employees in a wide variety of areas including conflict resolution, policy development and performance management.
Partner with managers and supervisors to enable them to effectively lead, motivate, develop, and retain staff.
Interpret, advocate for and enforce company policies and guidelines related to business and workplace conduct. Provide consultative services to supervisors and employees ensuring best human resources practices are upheld and a positive and professional environment is maintained.
Coordinate the development and implementation of a comprehensive and effective NTTA’s employee recognition program.
Investigate problems, such as disciplinary actions, employee and applicant appeals, and grievances. Accountable for ensuring resolution of employee relations issues through effective support, consultation, and investigations and within set timelines. Anticipate potential employee issues and develops plans to address them.
Assist with the development and delivery of course content for employees and supervisors on employee relations and human resources issues.
Collect and review exit interview data and employee surveys to determine retention problem areas. Identify trends and high risk findings and implement appropriate resolution.
Orient new employees regarding company policies and procedures and creates a positive first experience of the organization. Serve as a role model for NTTA’s values. Review and inform employees of position responsibilities and what is expected of them in the way of performance results and standards. Supports the annual performance review and goal setting process.
Prepare disciplinary action records and performance improvement action plans. Ensure documentation is complete, timely and in accordance with legal requirements and NTTA policies and procedures. Performs regular compliance audits and maintain records system related to area of responsibility.

Conduct research, prepare, document, compile, track, and report data and outcomes in support of the Human Resources department initiatives, projects, and on-going programs as assigned.

Able to communicate relevant information openly across functional areas, providing sensitive information only on a need-to-know basis. Responds to inquiries in a friendly and timely manner and maintains a professional demeanor at all times.
Assist with the coordination of the Annual Performance Appraisal Process.
Work requires knowledge of a specific vocational, administrative, or technical nature which may be obtained with a two year associate's degree, diploma or equivalent from a college, technical, business, vocational, or correspondence school. Appropriate certification may be awarded upon satisfactory completion of advanced study or training.
Over three years up to and including five years.
Work requires functioning as a lead worker performing essentially the same work as those directed, and includes overseeing work quality, training, instructing and scheduling work.
Decisions regarding implementation of policies may be made. Contact may involve support of controversial positions or the negotiation of sensitive issues or important presentations.
Receives Limited Direction: The employee normally performs the duty assignment according to his or her own judgment, requesting supervisory assistance only when necessary. The assignment may be reviewed upon completion. Performance is reviewed periodically.
Skilled: Work requires a comprehensive, practical knowledge of a technical field with use of analytical judgment and decision-making abilities appropriate to the work environment of the organization.
Assists with budget documents; may recommend budget allocations.
Advanced - Ability to read literature, books, reviews, scientific or technical journals, abstracts, financial reports, and/or legal documents. Ordinarily, such education is obtained in at the college level or above. However, it may be obtained from experience and self-study.
Intermediate - Ability to deal with system of real numbers; practical application of fractions, percentages, ratios/proportions and measurement. Ordinarily, such education is obtained in high school up to college. However, it may be obtained from experience and self-study.
Intermediate - Ability to write reports, prepare business letters, expositions, and summaries with proper format, punctuation, spelling, and grammar, using all parts of speech. Ordinarily, such education is obtained in high school up to college. However, it may be obtained from experience and self-study.
Experience with conducting workplace investigations. Experience delivering training. Outstanding influencing and interpersonal skills; Proficient in Microsoft office and PeopleSoft human resource information system. Strong numerical and analytical skills are required with strong proficiency in Excel. PHR or SPHR preferred. Bachelor’s Degree preferred.
