NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform and adhere to required grooming standards. Selectee must qualify for and obtain the appropriate level of security clearance required for the position. Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment.

Must maintain a compatible military unit of assignment and grade.
Must undergo Military records prescreening. Unfavorable actions or Military flagging actions may result in disqualification from employment consideration.
Acceptance of a Federal Excepted technician position may cause termination from the Selected Reserve Incentive Program (BONUS).
Military membership in the Guam Army National Guard is mandatory.
Must be in the military grade of E4 - E7.
Military technician compatible prior to placement: Enlisted 56A.
Position Required Travel: Some, 1 to 5 days.
Payment of Permanent Change of Station (PCS): Not authorized.
SUMMARY OF MAJOR DUTIES:
This position is located in the Office of the Adjutant General, Headquarters, State Area Command (STARC). Serves as an Assistant to the full-time State Chaplain. The purpose of this position is to assist in crisis intervention, management support, and administrative support to the organization.

Applicant must clearly identify minimum requirements, specialized job related experience and number of months. Include your civilian and military experience in separate blocks to include duty codes, pay grades and description of major duty assignments. Uniformed service may be credited as full-time experience when evaluated against the qualification requirements for a military technician position. Experience must be directly related to the position and must be described in the work experience section of the application. The level of experience will be determined by the actual duties and responsibilities performed.
GENERAL EXPERIENCE: Must have administrative or clerical experience, education, or training which demonstrates the candidate's ability to perform the duties of the position. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: Must have at least 12 months experience in the interpretation and application of regulations, procedures or laws. Experience that provided a working knowledge of administrative functions. Experience demonstrating the ability to advise lower graded employees. Experience working independently and setting priorities with very little supervisory control.
KNOWLEDGE, SKILLS, AND ABILITIES (KSA'S): The following knowledge, skills, and/or abilities will be considered in the evaluation process. Although it is not mandatory to provide a separate KSA statement, your resume must reflect how you meet the requirements of the following factors. This will allow rating officials to consider your qualifications to their fullest extent.
1. Knowledge of spiritual functions such as prayer breakfast, drill religious service, and word of the day.
2. Knowledge of Automated Fund Control Order System and General Fund Enterprise Business System (AFCOS/GFEBS).
3. Ability to coordinate Strong Bonds or Marriage Enrichment events.
4. Ability to network with crisis intervention teams from beginning to end.
5. Knowledge of Microsoft office programs.
SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: High school graduate or the equivalent may be substituted for 3 months of specialized experience. Education in schools above the high school level may be substituted for experience on the basis of one academic year of study (i.e. 36 weeks of substantially full time study, or 30 semester hours, or the equivalent) for 12 months of the required experience.
MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.

d. Applicants will be screened and evaluated on military attributes directly related to the
compatible military position required for appointment. Areas include military bearing and
appearance, leadership, teamwork, military environment and fitness, awards and decorations.
These areas will be evaluated as it relates to the whole person concept. Final selection will be
based on qualification, military attributes, and suitability and the best qualified individual for
appointment to the federal government.
e. Final selection will be based upon qualifications, suitability, and available manpower
f. This employer will provide the Social Security Administration (SSA) and if necessary, the
Department of Homeland Security (DHS) with information from each new employee's Form I-
9 to confirm work authorization.
g. Participation in direct deposit is mandatory.
h. If you are a male applicant who was born after 12/31/59 and are required to register under the Military Selective Service Act, the Defense Authorization Act of 1986 requires that you be registered or you are not eligible for appointment in this agency.
i. Veteran's preference does not apply to National Guard Technician positions in accordance with Title 32 USC 709(f).
