PUERTO RICO NATIONAL GUARD
ARMY TECHNICIAN VACANCY ANNOUNCEMENT
AREA OF CONSIDERATION:
Area 1 = Permanent technicians Enlisted members, Officers and Warrant Officers currently employed in the Puerto Rico Army National Guard.
Area 2 = Enlisted members, Officers and Warrant Officers of the Puerto Rico Army National Guard and personnel that meet all requirements to become a Soldier in the Puerto Rico Army National Guard. (This position requires Army National Guard membership).
First round consideration will be given to Area 1 Candidates. (Area 2 Candidates will be screened only in the event that there are no qualified or recommended Area 1 Candidates).
To prevent a grade inversion, military rank allowed for this position will be determined at the final evaluation of the vacancy announcement considering the military rank of the supervisor.
Relocation costs will not be authorized for Permanent Change of Station. Recruitment, Relocation or Retention allowance will not be paid.
Acceptance of any military technician position may cause the termination of entitlements and eligibility for all military bonuses and student loan repayments. For further information you must contact the appropriate military Education Office.

The purpose of this position is to provide professional general engineering services required in the design of
facility construction projects that include maintenance, modification and/or
redesign of existing building systems, (i.e. heating, air conditioning,
plumbing, mechanical, ventilation, primary power, lighting systems; storm
drainage and sanitary sewer; roads, parking areas). Ensure the preparation of
plans and specifications used in facility construction projects. Serves as
engineering liaison with design agencies and consultants.

BASIC REQUIREMENTS FOR ALL GRADES:
Applicant must meet one of the following:
A. Completion of a 4 year professional engineering curriculum leading to a bachelor's or higher degree in engineering in an accredited college or university.
B. Must have graduated from service academy with a major in engineering.
C. Must have four (4) years of college-level education, training and or technical experience, which provided a thorough knowledge of the physical and mathematical sciences of engineering, a good theoretical and practical understanding of engineering science and techniques and their application to civil engineering.
GS-09: Applicant must possess
more than TWENTY-FOUR (24) months of specialized experience performing
or supervising duties such as highway planning, road, airfield, paring
facilities, storm water and sanitary sewers, hydraulics, hydrology, retaining
walls, soils engineering, water and wastewater treatment systems and plants
during the planning, design and construction of major structures and facilities;
working experience of professional architectural and engineering concepts,
principles and practices applicable to the full range of duty and
responsibilities concerned with planning, design, renovation and construction of
structures; working experience of applicable regulations to constructions and
at grade level GS-09, applicant must meet the required specialized experience, one of
the above basic requirements; and must possess the Engineer in
Training (EIT) license of The Professional Engineers and Surveyors Association
of Puerto Rico (PE&SPR). Copy of EIT license and student transcripts must be included in order to receive credit for education. Applicant must possess more than
THIRTY-SIX (36) months of specialized experience performing or supervising

at grade level GS-11, applicant must meet the required specialized experience, one of
the above basic requirements; and must possess a current Professional Engineers
(PE) license of the PE&SPR. Copy of
PE license and student transcripts must be included in order to receive credit for education. Unofficial transcripts from internet or with alterations will not be considered. To receive credit for education the information must be included in the education section of the Resume.
Applicant selected at grade level GS-09 will promote to grade level GS-11 upon completion of the Professional Engineers (PE) license requirement in a period of 36 months from the date of the appointment. Failure to comply with the established time frame will be basis for removal from the technician employment.
CONDITIONS OF EMPLOYMENT:
Failure to meet or comply with the following requirements will be basis for non-employment or removal from employment, as appropriate.
- Proper protective equipment must be used to comply with safety standards.
- Males born after 31 Dec 59 must provide evidence of registration with the Selective Service System.
- Evidence of identity must be provided to comply with the Immigration Reform and Control Act of 1986 (PL 99-603).
- Acceptance of the position constitutes concurrence to wear the appropriate military uniform.
- Possess or be able to acquire a SECRET security clearance.
- Possess or be able to acquire a Puerto Rico driver's license/ Heavy Mobile driver's license.
- Continued employment in this position is contingent upon satisfactory completion of the mandatory training specifically identified for the position.
- Individual selected must enroll in the Department of Defense Direct Deposit / Electronic Fund Transfer Pay Program.
- Loss of military membership will result in immediate loss of your full-time military technician position.
- Excepted Civil Service Technicians are required to maintain a MOS/AFSC and military grade that is determined by the NGB to be compatible with the assigned technician position.
COMPATIBLE MILITARY ASSIGNMENT:
In order to achieve compatibility prior to effective date of personnel action, individual selected must be eligible for military assignment to a paragraph and line number in one of the following: OBR 01A, WMOS 011A or ECMF 00.
Individual selected for this position that is not qualified in one of the mentioned CMF/MOS, MUST submit to HRO, before date of appointment, the correct military paperwork/application to attend the technical training school required to be MOS Qualified. If selectee fails to process the school application and does not successfully graduate from the school, he/she will be terminated from the technician program for failure to meet the compatibility standards and receive a 30 days notice of separation.
