Incumbent serves as the lead for the Eastern Colorado Area Office on complex environmental issues involving compliance with National Environmental Policy Act (NEPA).
- Advises the Area Office management on environmental compliance and related areas, including Endangered Species Act, Fish and Wildlife Coordination Act, and Clean Water Act.
- Provides technical guidance to other division staff, including a lower graded environmental specialist.
- Serves as the Area Office lead for NEPA document preparation and review/oversite of environmental documents prepared by third parties.
- Prepares, edits and assembles environmental documents and project records.
- Works with other resource professionals, within and outside of the agency, legal counsel, the public, and other specialists, as needed, to resolve conflicts, plan, coordinate, and complete complex projects.
MINIMUM QUALIFICATION REQUIREMENTS: You must first meet the Basic Education Qualification Requirements listed below:
A. Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
B. Combination of directly related education and experience. Education must include courses that are equivalent to a major, as shown in (A) above i.e., 24 semester hours of progressive courses in the major field of study. Experience must demonstrate that the applicant possesses the appropriate knowledge, skills, and abilities required to perform the duties of the position.
ADDITIONAL REQUIREMENT: In addition to meeting the Basic Education Qualification Requirements, applicants must have education and/or specialized experience as defined below:
GS-12: One year of specialized experience equivalent to the GS-11 level in the federal service.
DEFINITION OF SPECIALIZED EXPERIENCE: To meet specialized experience, your resume must describe experience that demonstrates the particular knowledge, skills, and abilities as follows:
GS-12: Professional experience in producing complex environmental documents. This includes demonstrated expertise and leadership working with a variety of environmental documents, such as Environmental Impact Statements, and the requirements of the Endangered Species Act, Fish and Wildlife Coordination Act, and the Clean Water Act.
This position has a mandatory education requirement; you must furnish a copy of your transcript of college work completed (unofficial copy is acceptable). Transcripts must include the name of the college or university and the date the degree was conferred. Non-submission will result in you being rated as not qualified for the position.
Foreign Education: To receive credit for education completed outside the United States, applicants must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs.
You must meet all qualification requirements, including time-in-grade restrictions and any selective placement factors, by the closing date of this announcement.
HOW YOU WILL BE EVALUATED:
Category rating and selection procedures will be used for evaluating this position. If you meet the basic qualification requirements, your on-line responses to the vacancy assessment questionnaire will be used to determine the quality and extent of your experience, education, training, etc., for placement in one of the following categories: 1) Highly Qualified, 2) Qualified. Qualified candidates will be assigned a numerical score on a scale of 70-100 and Veterans with preference will be placed at the top of their respective category. The assessment questionnaire will take you approximately 30 minutes to complete.

Knowledge of a broad range of principles, practices, and techniques related to recreation, lands and realty issues, NEPA and related documentation, and the skill to apply that knowledge in analyzing complex natural resource issues, recommending alternative strategies, and reviewing the work of others.
4. Ability to provide effective leadership in identifying and analyzing complex environmental activities and issues and recommending and implementing appropriate courses of action.
