Title : Quality Control Manager
Location : Fort Belvoir in Franconia, Virginia
Description : The Quality Control Manager (QCM) will be responsible for planning and performing Quality Management in support of a task order supporting the US Army’s Intelligence and Security Command’s (INSCOM) Resource Management Office. The QCM develops and maintains the Quality Control Program (QCP), verifies compliance with applicable standards, processes, and procedures for all activities, and reviews the QCP semiannually. The scope of these functions includes both program management activities in support of the task order as a whole, and the direct labor workforce’s performance and work quality. The QCM will develop, implement and maintain specific performance objectives, standards, and thresholds that will enhance the quality of services and deliverables, and regularly report results and any noncompliance issues to program management and corporate executives. The QCM will work with the overall Program Manager to devise and implement corrective action processes whenever performance standards are not met, as well as to develop and offer Quality Assurance (QA) and annual refresher training to staff members on this Task Order. The QCM will liaise with Government QA personnel and elevate any unresolved noncompliance issues to senior Prime Contractor management. The QCM shall also oversee, manage, and implement innovations and process improvements that enhance the quality of our Team’s service and deliverables under this Task Order, incorporating QC techniques and best practices that measure our performance against the Government Quality Assurance Surveillance Program (QASP) objectives and standards. This will require the development and employment of such tools and techniques as tailored customer surveys, formal and informal self-assessments, and/or semi-annual quality audits to gauge effectiveness of the QCP and identify opportunities for improvements.
Qualifications Required :
Security Clearance : TS
Special Access / Access Eligibility : SCI
Polygraph : Candidate must be willing and able to pass a Counterintelligence polygraph if requested.
Education : Master’s Degree in a related field
Credentials: Fiscal Law, PPBE, and Intelligence Resource Management courses; formal quality-related training.
Skills: Communication skills to effectively interface with senior military officials, managers, and subordinates
Experience : 5 years of experience providing senior-level PPBE and IPPBE expertise at the Major Subordinate Command/Agency level; experience managing manpower actions at the Major Subordinate Command/Agency level.
Additional Qualifications Desired :
- Experience supporting INSCOM
- Experience supporting Programs of Record at the Service/Federal Agency levels
-Experience working with the National Intelligence Program (NIP), the Military Intelligence Program (MIP), and Military Service Intelligence Programs of Record
