Air Force Employees (Current, Permanent, Competitive Service, Career/Career-Conditional Employee)

The primary purpose of this position is to serve as the base Information Assurance Specialist who is installation authority on matters relating to development of Certification and Accreditation (C&A) packages and System Security Authorization Agreements (SSAA) Serves as technical advisor to local program offices on activities relating to the Defense Information Technology Security certificate and Accreditation Process (OTSCAP).

· Performs as a technical advisor to functional users of IT.
· Provides customer assistance and training and documentation support.
· As a senior IT specialist, performs feasibility studies on complex information systems and conducts in-depth analyses complicated by novel problems.
QUALIFICATIONS REQUIRED: Back to top SPECIALIZED EXPERIENCE: At least one (1) year of specialized experience at the next lower grade (GS-11) or equivalent. Specialized experience must include evaluating, implementing, and disseminating IT security tools and procedures; IT security certification and accreditation requirements; network operations and protocols; and computer forensics principles; developed new standards, methods, and techniques; evaluated the impact of technological change; and/or conceived solutions to highly complex technical issues; established criteria; formulated projects; assessed program effectiveness; and/or investigated/analyzed a variety of unusual conditions, problems, or issues that affected a wide range of agency activities or the activities of other organizations.

Federal Time-In-Grade Requirement: Applicants must have served at least 52 weeks at the GS-11 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. The purpose of TIG restrictions is to prevent excessively rapid promotions in competitive service GS positions and to protect competitive principles.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: · Knowledge of a full range of IT security principles, concepts, practices, products and services (including systems software, database software, immediate access storage technology), and methods for evaluating risk and vulnerability, implementing mitigating improvement, and disseminating IT security tools and procedures.
· Knowledge of IT INFOSEC security requirements for certification and accreditation, network operations and protocols, systems testing and evaluation, and performance management methods sufficient to plan and conduct security accreditation reviews for installed systems or networks and assess and advise on new or revised security measures and countermeasures based on the results or accreditation reviews.
· Knowledge of customers’ mission, business processes, and operations to anticipate and refine functional requirements.
· Knowledge of complex configuration management techniques and requirements appropriate to managing base level network systems.
· Ability to gather facts and use effective analytical and evaluative methods to assess information, plan the sequence of actions necessary, make sound decisions, and solve a variety of network problems; and to analyze component interrelationships and evaluate network systems and computer applications from an operational perspective.
· Ability to communicate orally and in writing sufficient to fully coordinate activities with management officials and other IT specialists, and to provide user training and support.
PART-TIME OR UNPAID EXPERIENCE : Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

ADDITIONAL CONDITIONS OF EMPLOYMENT : · The work is mostly sedentary involving some walking, standing, and carrying of light items.
· The work does not require any special physical effort.
· The work is performed in a typical office setting with adequate lighting, heating and ventilation.
· Work environment involves everyday risks. Special safety precautions are not required.
· The employee may be required to work other than normal duty hours, which may include evenings, nights, weekends, and/or holidays.
· Work may occasionally require travel away from the normal duty station.
· The employee may be required to travel on military and commercial aircraft.
· Recall to duty may be a requirement of this position.
· Overtime and/or emergency overtime may be required.
· Incumbent must be eligible for a TS or TS/SCI security clearance (Special Compartmented Information), as required by the duty location.
