Duties & Responsibilities: The mission of the Georgia Professional Standards Commission is to build the best prepared, best qualified, and most ethical workforce in the nation. The Georgia Professional Standards Commission sets and applies high standards for the preparation, certification, and continued licensing of Georgia public educators.
The Educator Preparation Division is responsible for establishing and enforcing standards used to prepare teachers, service personnel and school administrators; approving/accrediting education units and preparation programs whose students receive state certification; overseeing the administration and record-keeping of the basic skills and subject area content tests used for educator state certification; and notifying the public about the approval of education units and programs. Staff members in this division also provide recruitment support to increase the applicant pool of highly qualified teachers available to local school systems.
Education specialists are part of a team of specialists that reports to the Director of Program Approval and, ultimately, to the Director of the Educator Preparation and Certification Division. Program approval education specialists plan and implement policies and procedures for institutions of higher education, regional educational service agencies, local education agencies, and all other education program providers.
The education specialists assist with the development of policies and procedures for approval of professional education units and preparation programs leading to educator certification; facilitate the development, implementation and evaluation of statewide standards for traditional and non-traditional certification; and participate in the development of an accountability system for program approval. These specialists also research and develop new programs and education initiatives for the division and participate in program approval workshops, trainings, and other initiatives designed to promote and maintain awareness of policies and procedures among all stakeholders.
Minimum Training & Experience: Bachelor's degree in education or a related field and six years of related experience Or Master's degree in education or a related field and four years of related experience
Agency Specific Qualifications and/or Preferred Qualifications: Completion of a Doctoral Degree in Education (PhD or EdD) in a field of study related to educator preparation and a minimum of five years of work experience (e.g., experience with a university department/school of education, county or city school system, state department of education, regional education service agency [RESA], or other education entity) that has resulted in the development of competencies in job-related content areas as demonstrated by:
Competency in collaboration and leadership as demonstrated by:
- Expertise in development and assessment of university teacher education curriculum requirements and alternative certification requirements
- Knowledge of state and national teacher assessment content standards as measured by Georgia Assessments for the Certification of Educators (GACE)
- Knowledge of the requirements of Title II-A relating to teacher quality
- Knowledge of current issues and trends in educator preparation, recruitment, and retention
Competency in reasoning as demonstrated by:
- Ability to work cooperatively with internal and external customers (e.g., universities, RESAs, and local school systems) to achieve common goals
Competency in oral and written communication as demonstrated by:
- Ability to understand complex systems through knowledge, insight, and systematic analysis
- Ability to apply complicated sequences of rules to discern patterns, trends, and relationships and to draw conclusions
- Ability to recognize relationships among multiple, parallel sequences of information or events
- Ability to systematically analyze multifaceted problems and design solutions to these problems
Competency in using technology as a strategic business solution as demonstrated by:
- Ability to generate compelling written documents using correct grammar and spelling, vocabulary appropriate to the audience, and writing style appropriate to the nature of the communication
- Ability to speak in a compelling manner with correct grammar, word usage, tone, and inflection
- Ability to read, interpret and apply advanced written materials for practical business purposes (e.g., laws, regulations and policies)
