Primary Responsibility

The Neighborhood Services Director, under the direction of the Deputy County Administrator, will provide direct oversight of the Building, Code Enforcement, Stormwater Management, Community Development and Animal Shelter operations of the County. In addition to developing a strategic vision for the department, this position will organize and direct the specialized development, code compliance, animal welfare operations, stormwater management and housing programs, incorporating a citizen participation component into each of the sections and fostering an environment that recognizes exemplary customer-service into daily operations. The primary intent of the position will be to develop a customer-centric culture that embraces high quality customer service; while ensuring the overall health and safety of the residents in the County.

Examples of Important and Essential Duties:
  • Develops and manages the operating and capital budgets for the department. Includes reporting the financial status of the department to executive management and the elected officials.
  • Addresses residential and development concerns regarding the service delivery of the sections under the Neighborhood Services department
  • Provides a strategic framework that incorporates a citizen participation framework into the daily operations of the divisions
  • Works directly with the Public Works, Planning and Development and Parks and Community Services Directors to collaborate on issues of common importance
  • Manages and directs the managers of the various sections and handle personnel issues as they arise
  • Works directly with the residential communities in the unincorporated areas of the County to gather feedback on the services provided and educate as necessary on the importance of the services offered
Supervision Exercised:Directly supervises and leads the following positions:
Code Compliance Manager
Chief Building Official
Community Development Manager
Animal Shelter Manager
Civil Engineer III – Stormwater Program Manager

May include other positions as deemed necessary

Knowledge Skills and Abilities to:
  • Skilled and proficient in Microsoft Office applications including, Word, Excel, and PowerPoint
  • Knowledge and understanding of local government budget laws and County government structure
  • Skilled at leading teams of individuals and strong managerial ability
  • Basic knowledge of community service programs including: CDBG, Code Enforcement, Building Regulations, Animal Shelter operations, and Stormwater management program
  • Ability to develop and follow strategic plans
  • Skilled in building and maintaining interpersonal relations
  • Knowledge of local government
Requirements:
  • Four years of high school, vocational school or equivalent
  • Bachelor's degree in Public Administration, Business Administration, or similar
  • Preferred Master's degree
  • Minimum of five years leadership experience
  • Local Government experience
