Join our team! King County's Business Resource Center (BRC) is seeking a Oracle Financial Analyst to join the BRC Shared Services Team supporting E-Business Suite (EBS) financial system. This position is responsible for two focus areas:
Reporting: Work with agencies and business owners to gather reporting business requirements, analyze alternatives, develop functional specifications, coordinate with developers, create test plans and test data, and test reports developed for deployment in EBS, Oracle’s Discoverer or BI Publisher
Training: Development and delivery of advanced training to county staff on financial system business practices and system use of the Oracle EBS Financial System and related reporting tools

WORK SCHEDULE : This position is exempt from the provisions of the Fair Labor Standards Act, and is not overtime-eligible . This position is paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek; normally 8:00 a.m. – 5:00 p.m., Monday through Friday but may require extended work and/or flex scheduled work hours to respond to service needs.

Serve as an Oracle EBS subject matter expert and functional analyst supporting EBS financial reporting across business areas, EBS system modules, and reporting tools (Oracle Discoverer and BI Publisher). This may include creation of ad hoc Discoverer reports.
Identify reporting business requirements, develop specifications and test plans, provide guidance to developers in the translation of functional specifications into technical specifications and into code
Conduct testing and work with report owners to conduct report certification. Respond to help desk tickets; provide functional expertise to troubleshoot reporting issues and to coordinate resolution of reporting defects.
Coordinate Report User Group (RUG) meetings including, creating agendas and communications with group members, preparing and delivering presentations, and providing leadership to the group to expand county-wide understanding and capabilities of Oracle EBS and associated reporting. Training:
Partner with Business Owners to design, develop and deliver EBS training curriculum, materials, and courses/workshops needed to convey important information to EBS users needed to improve business process efficiency and system data integrity
Provide subject matter expertise to other trainers and User Productivity Kit (UPK) developers to guide the development of UPK online training components and classes in Oracle EBS functionality and related King County data and business processes
Experience, Qualifications, Knowledge, Skills:
Three years of professional experience as a functional, business or financial analyst using an Enterprise Resource Planning (ERP) financial system such as Oracle EBS or PeopleSoft with an understanding of financial concepts and accounting practices
One year of professional experience working in the Oracle EBS finance system including knowledge of two or more of the following modules : General Ledger; Projects/Grants; Accounts Payable; Accounts Receivable; Purchasing; Inventory; Cash Management; Fixed Assets; Order Management
Experience conducting training, workshops or presentations including the ability comunicate complex financial information to a wide audience
Experience writing SQL queries and using ad hoc reporting tools to develop financial reports
Demonstrated skill in analysis and design, including the ability to work with stakeholders to understand business requirements, reporting solutions, system integration and to improve business process design
Experience with software troubleshooting and software testing
Strong communication skills , including the ability to present concise and articulate analysis in both written and spoken form and experience documenting business processes and writing systems documentation
Effective leadership and interpersonal skills that demonstrate an ability to work productively with staff, management, and internal and external clients
Intermediate-level skills in Microsoft Word and Microsoft Excel Desirable Qualifications
Experience using Oracle Discoverer to develop reports
Ability to use User Productivity Kit (UPK) to develop training materials
Ex perience working on ERP financial system implementation projects
Experience working in a governmental agency
Experience working with Oracle BI Publisher reporting
