The Test and Evaluation Organization of AMERICAN SYSTEMS currently has contingent position for a J-TAP Task Manager/Operations Analysts in support of a Joint Feasibility Study (JFS) project for Joint Tactical Air Picture (J-TAP) at Aberdeen Proving Ground, MD.

The J-TAP JFS project is directed to determine the technical feasibility for the conduct of a two year Joint Test to develop and evaluate a set of technical procedures and operational Tactics, Techniques, and Procedures (TTP) that when implemented, will provide Army, Navy, and Air Force Warfighters a near-term improved tactical air picture and the ability to conduct Integrated Fire Control (IFC) capabilities. The JFS will develop the program test plan to address how the Joint Test project intends to develop, test, evaluate, and transition a set of JICO technical procedures for Joint Interoperable data sharing of both friendly and threat air and missile defense (AMD) information. This will be accomplished using existing 6016 and 3011C military standards over IP-enabled networks with EUR, which will support Strike (Offensive Counter Air – Attacks Ops) and cueing of AMD weapons systems (Defensive Counter Air).

Candidate will serve as task manager/senior analyst providing operations analysis support services to the J-TAP JFS Director for the research and production of the J-TAP Program Master Plan (PMP) for development, testing, analysis, validation, publication, and integration of J-TAP TTP, and related assignments as part of a team of military, government civilian, and contract analysts. The candidate will work closely with the Operations Research Systems Analyst (ORSA), Test Planner, and Operations Analysts to develop the Program Master Plan and conduct briefings to the Technical Advisory Boards (TAB) and Senior Advisory Council (SAC) in accordance with DOT&E methods as outlined by the JT&E handbook and specific SOW requirements. Candidate will be responsible for the implementation of the PMP upon approval (Charter) of the two-year Joint Test. The JFS will address products for the military customer that addresses the project's objectives, test concepts, and the end state methodology for institutionalizing the test products. The PMP will offers risk reduction strategies, and risk mitigation plans, and document existing processes, project enhancements, and test methods. The Task Manager is responsible to the JFS Director for the primary JFS project deliverable, the PMP. Provides management and leadership related to the execution of the test and works proactively with the JFS Director to define key issues for development of the PMP, process flow diagrams, integrated data requirements list, and test dendrite.

Candidates will support test planning efforts to provide qualitative and empirical data analysis plan to support findings, conclusions, and recommendations on the effectiveness of the J-TAP; TTP in support of Army Test and Evaluation Command (ATEC) and the operational sponsor at the Fires Center of Excellence. The Joint Feasibility Study is scheduled to run from o/a March 2013 to August 2013; and if approved for charter, will continue for two years as a Joint Test Project. Limited travel throughout CONUS and possibly OCONUS may be required. The Army Test and Evaluation Command (ATEC) is designated as the lead Joint Test Unit.;
