Area of Consideration: Open nationwide to Army National Guard members within the grades of WO1 - WO3 and E4 - E9 . Military member must be eligible to acquire membership in the Virgin Islands Army National Guard in an available and compatible military grade for the excepted technician position.

Type of Appointment : This is a full-time, Excepted Permanent dual-status, position which requires Virgin Islands Army National Guard membership.
Job Summary: The purpose of the position is to serve as a systems administrator on one or more of the systems maintained/administered throughout the state. The systems administered involve multiple computers that use multiple operating systems. The incumbent is responsible for installing and testing the system security configuration and monitoring, operating, troubleshooting and maintaining server hardware and software.
Background Check: Selectee may, at the option of the agency, be required to submit to criminal, credit history, and general background checks which will be evaluated by the agency prior to a final offer of employment and access into the Virgin Islands National Guard Federal Technician or Active Guard/Reserve program.
National Guard Membership: This position requires military membership. It is designated for Virgin Islands Army National Guard Warrant Officer and Enlisted incumbent(s) only. In accordance with ARNG regulations, incumbent performs duties necessary to accomplish military IT Specialist (SYSADMIN) functions in support of programs essential to state Army National Guard daily operations, training and readiness missions. As a member of a Virgin Islands Army National Guard unit, you will be required to train with your unit, normally one weekend a month and 15 days of annual training each year. Virgin Islands Army National Guard units and members are subject to immediate call to federal or state active duty to meet national or state emergencies.

The following list of duties is not conclusive but provides a brief snapshot of the duties that may be required of this position:
Develops, modifies, and tests overall system backup and recovery strategies for assigned systems.
Serves as a technical focal point for the installation and configuration of hardware and software on personal computers and for personal data assistants associated with assigned systems.
Serves as a systems administrator responsible for planning, coordinating, modifying, implementing, and troubleshooting in order to meet customer needs.
Serves as a technical focal point on multiple operating systems and computer platforms.
Analyzes, evaluates, and recommends hardware/software changes to various computer systems.
Develops guidelines, standard operating procedures (SOPs), bulletins and flyers regarding the operation/use of assigned C4 systems, services, and activities.
Implements systems software changes, operating system releases and maintains the operational status of systems.
Performs security management in accordance with National Guard Bureau (NGB) regulations and state policies.
Implements state policy relating to systems storage requirements.
Provides input to the state Continuity of Operation Plan (COOP) procedures for system disaster recovery.
Troubleshoots problems and implements changes on multiple computer platforms.
Plans and schedules the installation of new or modified hardware, operating systems, and software applications.
Performs other duties as assigned.
General Experience: Must have experience that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems.
Must have at least 24 months specialized experience in analysis of the interrelationship of pertinent components of the system. Experience planning the sequence of actions necessary to accomplish the assignment. Experience scheduling the sequence of programs to be processed by computers where alternatives had to be weighed with a view to production efficiency.
Must have at least 36 months specialized experience that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion.
Other Requirements : For positions requiring a driver's license candidate must have a valid state driver's license for the state in which they live or principally employed. For positions requiring a security clearance candidate must possess a security clearance (Secret or Top Secret) or be able to obtain a clearance within One year of appointment.
National Guard Compatibility : Once an applicant is selected and prior to being placed in the technician IT Specialist (SYSADMIN) position the selectee must be assigned to any unit in the Virgin Islands Army National Guard as an Warrant Officer in WMOS: 255A/N/S and Enlisted in EMOS: 25B/U/Z. Rank inversion is strictly prohibited. Wear of the Army uniform as prescribed by AR/NGB/VI NGR is required for incumbent of this position. Acceptance of this position constitutes concurrence with this requirement as a condition of employment.
