SOUTH CAROLINA ARMY NATIONAL GUARD

THIS POSITION IS RESTRICTED TO CURRENT ON-BOARD NON-DUAL STATUS TECHNICIANS EMPLOYED WITH THE SC ARMY NATIONAL GUARD AND NON-DUAL STATUS TECHNICIANS WITH USERRA RESTORATION RIGHTS WITH THE SC ARMY NATIONAL GUARD

NOTE: TEMPORARY AND INDEFINITES ARE NOT ELIGIBLE.

National Guard Membership: This is a Career/Career-Conditional (Competitive) Appointment and does not require membership in a compatible military assignment in the South Carolina Army National Guard.

This position is located in the Comptroller Division, United States Property and Fiscal Office (USPFO). The paramount purpose of this position is to serve as the primary point of contact to the USPFO Comptroller Division as the action officer for the Defense travel System (DTS), with the responsibility for carrying out a wide variety of complex precesses related to DTS. Manages and organizes a Tier II help desk for the Army National Guard (ARNG) within the state.

Minimum Requirement: Must have 24 months of experience, education, or training in progressively responsible clerical, office, or other work which demonstrates the ability to communicate with individuals at different levels in order to assist and provide information. Experience using computers and automated systems.

Meeting the months of experience requirement will not by itself be accepted as proof of qualification. Quality, type, and scope of experience, training or education must be demonstrated to show that the applicant is fully qualified to perform duties at the grade level announced.

Specialized Experience: You must have at least 24 months equivalent experience in EACH of the following KSAs:

1. Experience in utilizing personnel to accomplishing audits in accordance with financial laws, regulations and policies.

2. Experience in which it has provided an in depth knowledge of all aspects of financial management.

3. Experience in using automated system to obligate, de-obligate, transfer or expediate funds.

4. Experience in which included responsibility for the supervision and management of personnel.

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: High school graduate or the equivalent may be substituted for 3 months of the experience. Education in schools above the high school level may be substituted for experience on the basis of one academic year of study (i.e., 36 weeks of substantially full-time study, or 30 semester hours or the equivalent) for 12 months of experience.

OTHER REQUIREMENTS:
Employees selected for full-time positions that require mandatory training at the National Guard Professional Education Center (NGPEC) will have 12 months from the date of hire to complete the required course(s). Failure to complete NGB prescribed courses at NGPEC for new personnel within the first year of employment may be cause for reassignment or termination.

Enlisted Cash Bonuses: Acceptance of a technician position may affect any bonus and/or educational assistance that may be applicable. Your bonus may be terminated and repayment may be required.

Permanent Change of Station (PCS) cost is not authorized, based on a determination that a PCS move is not in the interst of the Government.

For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed.

Employees selected for positions that require Information Assurance (IA) Training and Certification will have 6 months from the date of hire to satisfactorily complete the appropriate training and obtain the required certification/recertification for the position as outlined in DoD Publication 8570.01-M Information Assurance Workforce Improvement Program, dated 19 December 2005 (incorporating Change 1, 15 May 2008). Failure to complete the training and certification may be cause for reassignment or termination.
