Engineering & Technical Services Manager - HARTFORD, CT

Job Summary

The Engineering & Technical Services Manager is responsible for the successful implementation of the Engineering Operations Programs for a portfolio of owned and leased properties inclusive of commercial office buildings, critical facilities and retail locations. The successful candidate will be responsible for the development and implementation of programs and procedures in compliance with the strategy and performance standards set forth by Cushman & Wakefield and its respective clients. He or she will manage resources to ensure the effective and efficient operation of the portfolio?s engineering operations including associated building and critical infrastructure systems.

This is a leadership role that requires direction for a national / regional program. In this capacity, the Engineering & Technical Services Manager will work closely with C&W's facility, energy, environmental and project management teams to ensure a seamless delivery of these services. Our goal is to ensure that operating staff perform in accordance with the proscribed programs and ensure the day-to-day operational efficiency of all building systems for the facilities within the portfolio.

The candidate's experience must include management of mission critical engineering operations, data centers, general building mechanical, electrical, plumbing, life/safety, and EMS / BMS systems. Candidate will be required to interact with C&W client and clients internal customers.

Principal Responsibilities
  • Provide leadership, management and technical oversight for all facilities assigned, which includes critical environments and associated equipment & systems. Ensure proper engineering procedures and standards are being practiced and maintained. Ensure that facilities are operated and maintained safely, efficiently and in first class condition in compliance with the budget and financial plan.
  • Provide technical oversight for the design and implementation of the preventative maintenance program in accordance with manufacturer?s recommendations, current industry practices, and Cushman & Wakefield?s guidelines as outlined in C&W?s Policies & Procedures manuals and subsequent revisions. Analyze equipment downtime ramification and develop contingency plans in the event of equipment failure. Supervise system overhauls or retrofits. Develop and oversee hazardous materials control policies and procedures.
  • Recommend and implement critical systems policy and procedures including industry compliant MOPs, SOPs and Change Management processes. Ensure that all critical and major technical work is carried out according to codes and standards in compliance with written SOP?s and MOP? and client?s requirements.
  • Provide leadership and management support to facility management and technicians who have the responsibility for day-to-day operations and maintenance of the building support systems (heating, ventilation, electrical distribution system, plumbing, fire suppression system, etc.)
  • Be responsible to the Account Manager for budget control and forecasting of contracts and major operations related to critical operations.
  • Review maintenance records and status reports for the development of capital improvements of all Life Safety, Mechanical, Electrical, Plumbing, HVAC, Elevator and Critical Infrastructure systems required to operate the facilities.
  • Review all plans for adding or upgrading new equipment, infrastructure, building improvements, and the like, interface with applicable building management and operational staff, provide technical guidance and leadership, interact and oversee contracted labor and vendors.

  • Programs for reducing utility consumption (gas, water, electricity).
  • Rapid sharing of best practices and "lessons learned".
  • Continuous performance improvement opportunities that align with overall account goals.
Knowledge, Experience and Skill Requirements
  • Degree required (Mechanical or Electrical Engineering) or commensurate work experience.
  • Minimum of 7 years hands-on experience in critical facility/infrastructure operations.
  • Must be available 24/7 as needed to support critical operations and events.
  • Must have strong relationship-building and collaboration skills.
  • Must have skill in negotiating contracts, work orders and preparing RFP?s as they relate to building systems and

  • Must be able to create and interpret the application of relevant policies, procedures, SOP?s, regulations, codes,
  • Must have proven experience in p rogram implementation including documentation development (i.e. instructions,

  • Must possess strong collaboration skills with the ability to work with and motivate team participation .
  • Must possess excellent interpersonal and communications skills with ability to present to client management.
  • Microsoft Office proficiency and ability to generate and present reports required (Excel and PowerPoint).
  • Driver's license and the ability to inspect properties required.
