JOB SUMMARY:
Serving as primary technical contributor and frequently managing other technical personnel, performs a variety of telecommunications tasks including designing, integrating, and maintaining new and existing and proposed enterprise-wide voice, data, and video telecommunications systems; trouble-shoots network operations and usage; and provides end user support.
ESSENTIAL DUTIES AND RESPONSIBILITIES: (Duties and responsibilities which occupy a major portion of time and importance in the job. Incumbent may perform one or more of the following duties.)
a. Performs technical planning, system integration, verification and validation, cost and risk, and supportability and effectiveness analyses for total systems.
b. Analyses are performed at all levels of total system product to include: concept, design, fabrication, test, installation, operation, maintenance, and disposal.
c. Ensures the logical and systematic conversion of customer or product requirements into total systems solutions that acknowledge technical, schedule, and cost constraints.
d. Performs functional analyses, timeline analysis, detail trade studies, requirements allocation and interface definition studies to translate customer requirements into hardware and software specifications.
e. Develops network designs, installation, testing, training, and implementations of IT solutions at client sites.
f. Develops configuration documents of IT solutions.
g. Ensures system designs are compatible and will meet applicable standards, and that unique customer requirements are met.
h. Ensures all design decisions are evaluated analytically and in a systematic manner in accordance with approved technical approaches.
i. Responsible for network design and architecture, system architecture, and integration..
j. Uses knowledge of LAN/WAN systems to help design and install internal and external networks.
k. Performs needs analysis, procurement support, installation, training and problem resolution for the LAN/WAN.
l. Responsible for configuration, operation, and administration of network server hardware, operating systems, and communications links.
m. Defines and implements solutions to integrate desktop and shared devices into LAN/WAN.
n. Recommends appropriate computer tools to user’s including equipment software, documentation, and training.
o. Implements and maintains bridges, routers, gateways, remote access servers, domain servers, security firewalls, and application and device servers.
p. Designs, configures, monitors, and optimizes LAN/WAN and printers for optimal performance, maximum availability, minimal maintenance, and reasonable costs.
q. Performs preventative and fault isolation maintenance on the LAN/WAN. Performs file maintenance on servers, domains, electronic post offices, and user files and/or databases.
r. Designs, configures, maintains and manages network security features for LAN/WAN. Configures, monitors, and maintains anti-virus programs to insure network and systems integrity. Adds and deletes users as required on network servers and applications.
s. Performs customization and system administration for network management, task/project management, help desk, work group integration, documentation, and educational software packages on LAN/WAN.
t. Develops, maintains, and updates a library of technical documentation.
u. Performs advanced diagnostics and maintenance on desktop devices when additional expertise is required.
v. Works with cross-functional teams in the design and implementation of IT. Assists management with development of systems standards, short and long-term goals, project management, and strategic directions.

SUPERVISION/FINANCIAL RESPONSIBILITIES:
a. Supervisory Responsibility – May supervise junior/mid-level Systems/Network Engineers.
b. Supervision Received – Reports directly to the Project/Program Manager.
c. Financial Responsibility

Required Qualifications:
Required Skills:
  • Education/Experience - B.S. degree in related field or equivalent technical or professional experience related to the design, installation, and maintenance of LAN/WAN plus eight to ten years demonstrated related experience. Two to five years demonstrated experience with Exchange 5.5, MS Project, Windows 2000, Actual Directory, etc. Systems Engineering, and Enterprise IT Architecture/Design Experience required. Relevant and equivalent experience may be substituted for degree requirement.
  • Skills/Certifications/Training – MCSE 2000 required; CCNA or other relevant certifications preferred. Must have excellent oral, written, and analytical communication skills.
  • Level of Security Clearance: Secret [minimum]
