The purpose of this position is to perform field work and acquisition of highway assets including culverts that conduct water through embankments and fill slopes.
The person in this position will be responsible for: Collecting office and field data and inputting the data into asset management systems; Consulting with region tech center, program/project leaders and maintenance staff regarding coordination of data collection and preparatory activities; Tracking, monitoring and maintaining data entered into asset management systems; Developing, assisting and maintaining the data management system, GIS data and Metadata.

This is a Limited Duration appointment that will/is expected to end on or before 11/15/2013. Limited Duration appointments are regular status, benefits eligible, with a designated maximum length of service.
This is also a ROTATIONAL/DEVELOPMENTAL opportunity. To qualify for the Rotational/Developmental opportunity YOU MUST BE a current employee of the Oregon Department of Transportation in a permanent position, in good standing, in order to be considered eligible for this position. This opportunity will last approximately 10 months. You must have your manager's approval before applying for this assignment.

Must have and maintain a valid driver's license and an acceptable driving record.
This opportunity will last approximately until 11/15/2013 (10 months), but may be terminated prior to that time based on available funding.

If you meet the Minimum Qualifications (MQs) for Engineering Specialist 2 and are currently at a lower salary range, you may be eligible to be paid work-out-of-class (WOC) differential at the first step or 5% above your current salary, whichever is greater.
If you meet the MQs and are currently in the same salary range, you will remain at the same salary range, receiving the same compensation and will serve on a Rotational Assignment.
You must be a current permanent Department of Transportation employee in good standing.
The hiring section will provide funding for this assignment.
Applicant selected will remain eligible for cost-of-living increases and regular salary adjustments, as applicable within the current biennium budget restrictions, and will remain in his/her permanent classification and salary range.
Relocation will not be paid.
Per Diem will not be paid.
Upon completion of this assignment, employee will return to his/her permanent position.
The assignment can be terminated at any time, by either party, without prejudice.

Minimum Qualifications :
An Associate's degree in Engineering technology from a community college or technical school of engineering and two years of experience directly related to engineering; OR
Three and one-half years (42 months) of sub-professional engineering experience OR
An equivalent combination of education and experience.
Criminal Background and additional pre-employment check(s) as required for the position will be conducted on final candidates (could include Driver License, LEDS, and/or Education Verification).

Schedule, collect, research, and analyze data in the field regarding culverts. Perform computations, prepare and recommend plans.
Input processed field data into asset management systems. Coordinate with project management staff to assure that asset management files, project files, and electronic files are easy to use and accessible.
Provide quality assurance review of asset data for accuracy and completeness. Provide quality control review of asset site evaluation data, GIS data and metadata prior to publishing.
Participate on teams and subcommittees to address culvert management issues. Work closely with Program Leaders, project stake holders, and each Tech Center and internal unit and involve them in project-level decisions to develop, utilize and maintain ODOT statewide Standards of Practice
Create and update diagrams, maps, charts, etc. using various types of software/hardware in the field or office.
Develop and maintain the data management system, GIS data and metadata for asset GIS data layers. Contribute to the operation/technical upgrades of asset management systems.
Train and assist region staff in the use of asset management systems.
Evaluate region tech center, district maintenance files and As-Built plans for asset related information.
Maintain spreadsheets for tracking and assist in testing equipment. Provide results/reports to project team.
Assist in the coordination of field safety meetings, traffic control, brushing clearing for other culvert project team members or maintenance staff.
Maintain inventory of equipment.
Assist program and project leaders to administer project funding information. Track budgets, expenditures and status.
Other duties as assigned.
