The Specialist, Budget and Resource Management will work in the Office of Human Capital (OHC) with the Chief and his Chief of Staff to manage OHC resources. The Specialist will be responsible for managing OHC funds, providing budget updates, managing the procurement process, and serving as the OHC liaison with other DCPS offices such as the Office of the Chief Financial Officer and the Office of Contracts and Acquisitions. The Specialist will work closely with members for all four OHC divisions.

The Specialist reports directly to the Chief of Staff, Office of Human Capital.

Qualifications
  • Bachelor’s degree and 3-5 years of related work experience.
  • Master’s degree strongly preferred.
  • Specific experience in budget management preferred.
  • Ability to develop, plan, and implement short and long-range goals.

Responsibilities
Manages the Office of Human Capital’s budget
  • Manages all aspects of financial and resource planning, including the development of long range plans, and annual budgets.
  • Tracks all expenditures from OHC’s budget, including Race to the Top and Teacher Incentive Fund (TIF) grants.
  • Provides regular updates to the Chief of Staff and Deputy Chiefs about OHC’s budget.
  • Serves as liaison to the Office of the Chief Financial Officer for OHC budget matters.
  • Works with the Office of Federal Programs and Grants to manage OHC grants.
  • Anticipates and resolves complex obstacles to success.
Manages the procurement of goods and services for Office of Human Capital.
  • Oversees the procurement process for OHC purchases and advising program owners of the proper steps in the process.
  • Provides updates on the procurement process to Deputy Chiefs and the Chief of Staff.
  • Works with the procurement leads in each OHC division to execute their procurement needs.
  • Serves as liaison to the Office of Contracts and Acquisitions for OHC procurement matters.
Other duties:
  • Builds relationships with other offices to ensure collaboration, especially with the Office of Strategy, the Office of the Chief Financial Officer, and the Office of Contracts and Acquisitions.
  • Creates and implements systems that allow for better efficiency in managing OHC resources.
