Serves as task manager and senior analyst for this DOD-sponsored program. Plans and performs engineering research, analysis, and related assignments as part of a team of military, civilian, and contracted analysts and testers in the design and development of the project. Works closely with Operations Research Systems Analysts (ORSA), data managers, security personnel, financial analysts, and communications engineers to develop test concepts, feasibility studies, and data collection requirements. Creates the implementation plan for the military customer that addresses the project's objectives, test concepts, and the end state methodology for institutionalizing the program products. Performs research and analysis on potential test systems and/or exercise venues to ensure the project plan can be accomplished. Offers risk reduction strategies, and risk mitigation plans, and fully documents existing processes, project enhancements, and test results. Works closely with senior leadership to keep the team informed on the project's status. Responsible for all of the test deliverables for the project. Provides management and leadership related to the execution of the test and works proactively with the QRT Test Director to define key issues for analysis, reporting, and implementation

Candidates will provide Cyber C2 Operations Analysis support services to the J-ICE QRT Test Director and Task Manager for the research, development, testing, analysis, validation, publication, and integration of Joint Cyber Center (JCC) tactics, techniques, and procedures (TTP) to integrate cyber capabilities into planning, operations, intelligence, targeting and readiness functions for cyberspace. These TTP are necessary for a combatant command (CCMD) JCC to coordinate effects with United States Cyber Command (USCYBERCOM) in support of the CCMD’s plans and operations. Candidates will develop TTP for United States Pacific Command (USPACOM) to provide JCC processes for planning and execution of cyber effects, including course of action (COA) development and assessment, air tasking order integration, and battle damage assessment, in coordination with USCYBERCOM. Additionally, the candidates will assess doctrine, organization, training, materiel, leadership and education, personnel, and facilities (DOTMLPF) deficiencies that hinder command and control of cyber effects. Candidates will support test planning efforts to provide qualitative and empirical data analysis to support findings, conclusions, and recommendations to the joint operational communities in the form of a JCC TTP for employment of cyber effects. The Air Force Joint Test Program Office (AFJO) is the supporting Operational Test Agency (OTA). The test project will be located at Camp Smith, HI and is scheduled to run from February to October 2013. Limited travel to CONUS is required.
