VA Northern Indiana Health Care System (VANIHCS) was formed in 1995 by the integration of the VA Medical Centers in Fort Wayne and Marion, Indiana. The mission of VANIHCS is to provide coordinated, compassionate and comprehensive quality primary care, mental health services, and extended care to Veterans in a timely, accessible and cost effective manner. The Fort Wayne campus offers primary and secondary medical and surgical services, and the Marion campus offers a full range of psychiatry services, nursing home care and extended care services. Primary care clinics are available at both campuses and at Community Based Outpatient Clinics (CBOCs) located in South Bend, Goshen, Peru and Muncie, Indiana.
Although the Marion campus is well over 110 years old and the Fort Wayne campus was constructed in 1950, recently completed renovations and constructions, and continuous maintenance, ensure an attractive, state-of-the-art healthcare environment.

DUTIES:
The purpose of this position is to serve as a Human Resources Specialist (Recruitment and Placement/Outreach) with responsibility for planning, developing and carrying out the full range of recruitment, placement and related management advisory for the Title 5 employment systems for GS-06 positions and below and provide assistant to the Assistant Human Resources Officer in gathering data and information for Hybrid Title 38 National, VISN and Local Professional Standards Boards.
Promotion potential: The full performance level of this position is GS-09. The selectee may be promoted without further competition to the next higher grade level, when fully qualified and recommended by the Selecting Official. However, promotion potential is not guaranteed and no promise of promotion is implied.
QUALIFICATIONS REQUIRED: GS-7: One year SPECIALIZED experience equivalent to next lower grade (GS-5). Specialized experience is that which has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and which are typically in or related to the position to be filled. Or, one full year of graduate level education.
GS-9: One year SPECIALIZED experience equivalent to next lower grade (GS-7). Specialized experience is that which has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and which is typically in or related to the position to be filled.
Time-in-Grade Restriction Apply - Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. The grade may have been in any occupation but must have been held in the Federal service.
