This position serves as the Director of Finance for the Hillsborough Area Regional Transit Authority. The Director of Finance directs, manages and implements financial and accounting strategies and objectives to achieve HARTs goals. Duties: ’ Manages the development, preparation and administration of the HART annual operating and capital projects budget; develops and monitors the division budget; monitors and maintains strict adherence to Florida Department of Revenue Division of Ad Valorem Tax Truth in Millage Compliance regulations; sets and conducts budget public hearings; submits all required documentation to the State.
’ Oversees the development and submittal of the monthly budget/expenditure report; prepares and reviews monthly financial reports for presentation to the Board of Directors and senior management.
’ Prepares and reviews financial reports and presentations for HART Board of Directors Finance Committee meetings
’ Develops, administers and interprets financially based internal controls and reports that are relative to both operating and capital expenditures.
’ Directs the department in overseeing financial and performance audits, internal and external to assess HARTs financial health and performance
’ Appraises the agencys financial position and issues periodic reports on the agencys financial stability, liquidity, and growth.
’ Manages HARTs sources of revenue by making investments decisions regarding the types of investment vehicles and timing of transactions to ensure a positive cash flow and to maximize the return on investment.
’ Responsible as the authorized HART representative to request and process bank transfers, Federal drawdown and State billings.
’ Provides input and updates, new strategies, budgetary/financial information with active involvement in HARTs operational decision making process.
’ Assists the Chief Administrative Officer in the development, analysis and reporting of financial performance indicators to include overall HART performance against standards.
’ Responsible for consistent communication, feedback and delegation to managers.
’ Evaluates managers performance and recommends training programs; advises educational needs and salary adjustments for all non-bargaining unit employees in the divisions.
’ Supervises trains and evaluates staff.
’ Perform other work-related duties as assigned.
Qualifications: Experience, Education and other requirements:
’ Public administration and management principles, practices and procedures is required.
’ Government budget preparation and monitoring procedures is required.
’ Experience in Transit Finance is required.
’ Seven years of senior management experience is preferred.
’ Masters degree preferred, or two years of related field experience for each year of college.
’ Valid Florida Drivers license.
Excellent benefits package including participation in the Florida Retirement System (FRS). Salary range starts at $104,000.00 annually and is negotiable based qualifications, education and experience.
