The Financial Operations Analyst and Senior Financial Operations Analyst positions process various financial transactions related to college savings accounts as part of the core operations of the Agency. The Senior Financial Operations Analyst works on more complex transactions and with more autonomy than the Financial Operations Analyst.

Primary Responsibilities:
  • Process applications for VCSP accounts and establish owner accounts; post initial account contributions and assess application fees

  • Process account contributions received via lockbox, electronic funds transfer, and manual checks. Ensure all funds are accounted for and recorded within database system appropriately
    Process contribution transactions returned by the bank for non-payment/NSF. Ensure returned transactions are accurately and timely recorded in database system
  • Perform quality control review of regular customer statements

  • Oversee Internal Scholarship Accounts, i.e. obtaining documentation in regard to assisting with contributions and distributions from these accounts, ensuring appropriate documentation is received in regard to beneficiaries of these accounts

  • Responsible for safeguarding the Plan's financial assets. Reports any deficiencies in internal accounting controls or any fraud involving any staff member to the respective manager, Director Financial Operations (DFO), CEO or CFO

Knowledge, Skills, and Abilities:
  • Demonstrated proficiency using Microsoft Office software including Word, Excel, and Outlook

  • Ability to read and accurately interpret instructions, forms or written correspondence

  • Ability to communicate effectively and concisely regarding complex transactions both orally and in writing

  • Ability to work with mathematical concepts and to apply them to relevant situations

  • Ability to read and interpret Agency policies and determine whether requests are compliant
  • with those policies
  • Ability to identify and define problems, collect data, establish facts, develop and communicate options and draw valid conclusions

  • Demonstrated critical thinking, decision making and analytical ability

  • Ability to perform data entry and 10 key by touch

  • Ability to identify and resolve customer questions with a commitment to customer service

  • Ability to adjust to shifting priorities and demands while meeting critical deadlines

  • Ability to work in a collaborative team environment

Minimum Qualifications
Minimum Qualifications:
  • High school diploma or equivalent required; bachelor's degree in Accounting, Finance, Business or related field preferred

  • Significant experience in finance, banking or accounting operations; an equivalent combination of education, skills and experience will be considered

  • Experience with federal and state regulations relating to Section 529 plans, investments and related activities preferred

Work Environment:
  • Typical office environment with considerable time in a sitting, stationary position

  • Must be able to occasionally move about the office to retrieve files and documents located at floor level and above the head

  • Occasionally lift up to 25 pounds unassisted

  • Constantly operate a computer and other office equipment including typing and keying to enter customer information from forms and related documents

  • Frequently communicate with customers; must be able to exchange accurate information accordingly
