Summary: This position is in the Mission Readiness Group and is responsible for assisting the Emergency Planning Officer of Submarine Squadron Fifteen with the administration, planning and training for Emergency Response measures. Additionally, this position will assist in the oversight of both military and civilian support organizations in the preparation and execution of emergency response plans.
Duties and Responsibilities:
Assists the Squadron Emergency Planning Director in the preparation and management of up to date local policies, effective response plans and training for reactor accidents, radiological emergencies, and natural and man-made disasters
Supports Submarine Squadron FIFTEEN Emergency Planning Director in the coordination and liaison with local authorities, Commander U.S. Submarine Forces Pacific Fleet, Naval Sea Systems Command and other government and military organizations as required.
Supports Emergency Command Center operations and maintain readiness.
Supervises the operation, maintenance and readiness of supporting equipment required by disaster response plans.
Assists with training program administration, including training records, lesson plan development, qualification records.
Oversees and monitors the preparations and training of supporting organizations and their disaster response readiness. Supporting organizations include, but are not limited to:
Submarine Squadron Fifteen assigned Submarine Tender
Joint Region Marianas
Naval Hospital personnel
Federal Fire Department
Naval Security Forces
Naval Base Guam
Naval Base Guam Port Operations
Participates in scheduled planning conferences and exercise debriefs
Assists with root cause analysis, performance assessment, risk assessment and mitigation, lessons learned, planning and cost benefit analysis of planning effectiveness and disaster response for Submarine Squadron FIFTEEN and all other participating organizations.
Significant experience in radiological emergency response planning and training, with additional experience in All Hazards emergency preparedness. *Demonstrated management performance in coordinating diverse organizations in complex emergencies of varying severity.
Bachelor's degree in related field or equivalent experience. Minimum ten years of related experience including some leadership/supervisory experience.
Must be willing to relocate to Guam and travel periodically if required.
Must be physically capable of climbing and descending ladders and moving about on both a submarine and surface ship, both exterior (to include scaffolding) and interior to the hull.
Must be able to obtain and maintain a DOD security clearance.
Must demonstrate detailed knowledge of accident and disaster response planning and training standards, with general familiarity of governing federal, state, local, and United States Navy disaster response protocols. Prior Naval Nuclear Propulsion Program experience is highly desirable.
Proficient in use of Microsoft Office applications, Microsoft Project and other project management tools and software.
Proven self-starter with excellent leadership and management skills. Must be highly organized and proficient in detailed planning,
Develop training lesson plans and administer training records, schedules and qualification records.
Excellent written and oral communication and presentation skills. Proven project management skills from inception through completion.
Plan and prioritize time critical tasks.
Organize and develop people as they work, identifying the best processes and resources for the task at hand.
