Position Summary This position is responsible for ownership and management of all Network Engineering, Installation, and Outside Plant Construction Contracts. In addition, this position interfaces with and provides direction, guidance, and support to the Network Engineering Core and Access teams for all contract activity related to the outsourcing process. Responsible for all phases in the bidding, negotiation and approval of engineering, installation and construction contracts through the BidMaster System. Manages operations through subordinate supervisors or a staff of seasoned professionals engaged in supporting business operations. This position reports to the Manager, National Contract Administration. Internal/External Contacts Internal: Region Personnel (Regional Vice President, Area Operations Managers, and Network Engineering Director & Managers) External: Engineering, Installation and OSP Construction Contractors (Presidents, General Managers, Construction Personnel) Requirements: Job requires a level of knowledge typically gained through a combination of a college degree and/or relevant experience Proven ability to lead, facilitate, develop and motivate a cross-functional team in a competitive environment. Working knowledge/experience of engineering support systems and highly skilled in Microsoft PC applications such as Word, Excel, PowerPoint, Access and MS Project. Must possess knowledge of basic contract law and contract negotiation skills. Knowledge and experience in inside plant and outside plant engineering and installation/construction. Demonstrated ability to effectively communicate both orally and written. Demonstrated ability to perform cost analysis on engineering and construction related work orders and projects. Project Management experience and the ability to manage priorities of projects in relation to resources, processes, timeliness and the ability to multi-task competing projects. Background/experience in data orientation, analytical and decision-making skills. Demonstrated ability to develop and support short and long term objectives in a team environment. Ability to conduct formal meetings and make group presentation and/or conduct training sessions Must possess the ability to manage multiple projects and provide guidance to Network Engineering. |
Preferred: Bachelor Degree in business and 10 years experience in engineering, plant construction, and/or telecommunication related field.
Must be knowledgeable in all aspects of contract management policies and construction certification programs.
Possess a general understanding of utility accounting practices.
Ability to interact with personnel internal and external to Operations and Engineering on a daily basis.
