The NASA Shared Services Center (NSSC) provides Drug Testing services to all of NASA’s designated employees. The Drug Testing Lead oversees a small team of professionals who jointly administer the program, as well as providing coordination and oversight of a third-party subcontracted testing administrator. The team performs their functions as a Service Provider to NASA, with oversight of their activities by NASA Civil Servants, under the policy guidance of the Agency’s Headquarters.

Essential Job Functions
  • Provides Leadership, service delivery and support in the administration of the NASA Drug Testing Program managed Agency-Wide by the NASA Shared Services Center
  • Continually reviews, monitors for changeor improvement and implements Drug Testing policies and procedures and their dissemination through employee booklets, communications, and/or meetings, in conjunction with the NSSC Service Provider and Civil Servant team.
  • Prepares reports in conformance with legislated requirements or organizational needs to provide appropriate parties with mandatory, contractual and necessary Drug Testing information.
  • Acts as a liaison between employees and/or managers and the organization by interpreting policies and procedures and resolving concerns.
  • Researches and consolidates information required for analysis of operations and prepares special projects as assigned.
  • Provides strategic and/or operational consultation on, and coordination of, core Drug Testing functions to enhance organizational effectiveness.
  • Assists in the development of NSSC human resources policies and procedures.
  • Provides leadership and work guidance to less experienced personnel.
  • Function as the Organization’s Subject Matter Expert on all aspects of drug testing, including: Pre-Employment, Random, Reasonable Suspicion and Post-Accident of Emergency testing


Basic Qualifications
  • Bachelor's degree or equivalent combination of education and experience
  • Bachelor's degree in human resources, business administration or related field preferred
  • Five or more years of human resources experience
  • Experience working with human resources principles, practices and procedures
  • Experience working with corporate and legal employment-related policies
  • Experience working with human resources information systems (HRIS)
Other Qualifications
  • Must be able to write and edit all types of documentation to include desk guides, instruction manuals, requirements documents, employee correspondence, letters, etc.
  • Must possess extreme professionalism in their ability to work with high-level Federal employees, up to and including the NASA Administrator
  • Must possess high-quality organizational abilities to record and track events, documents and information from NASA Center Drug Tests
  • Must be capable of over-seeing sub-contracted testing personnel and their processes
  • Ability to work independently, follow guidelines and meet strict deadlines
  • Must be able to write and edit all types of documentation to include desk guides, instruction manuals, requirements documents, employee correspondence, letters, etc.
  • Must be familiar with using and following standards and regulations, including SAMHSA
