This position is ideal for a person with supervisory experience who can plan and schedule ongoing production-oriented work on a quarterly and annual basis, or direct assignments of similar duration. Adjust staffing levels or work procedures within the Communication Unit to accommodate resource allocation decision made by the IT Branch Chief.

This position is being announced under FEMA's CORE Program (Cadre of On-call Response/Recovery employees). These positions are authorized under P.L. 93-288 to perform temporary disaster work and are funded from the Disaster Relief Fund. Appointments are excepted service, temporary appointments. This is a 2 year temporary appointment in the Excepted Service.

EMERGENCY ASSIGNMENT: This position is subject to 24 hour on-call in the event of an emergency and may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites that require functioning under intense physical and mental stress.

Relocation expenses are not authorized for this position.

This position is located in the Federal Emergency Management Agency, (FEMA), Mission Support Division (MSD), Information Technology Branch/Communications Unit located in Region VIII, Denver Disaster Closeout Center.The Communications Unit provides IT services and systems for day-to-day operations during all hazard emergency and disaster situations. The IT Disaster Workforce serves as a staff office in support of the Region VIII Disaster Activities and/or Closeout Center. The IT Supervisor's duties are as follows:

Plans, documents, and implements operational policies, by managing processes and procedures for the IT automated systems in the Information technology environment.

Develops and maintains short and long-range plans through IT Project Manager principles, which establish priorities, goals, objectives, milestones and timelines for program, or system planning.

Participates as a representative in technical conferences and meetings with other IT personnel within the Agency or other government agencies regarding the assigned area of responsibility.

Develops, organize, and implement functional short and long-range plans, and estimate resources required.

You qualify for this position at the GS-13 level if you possess one of the following : One full year of specialized the Federal Government equivalent to at least a GS-12. Specialized experience is described as experience managing IT projects for a major office or program issues of broad impact. Conceives of and implements new initiative's and projects to strengthen, facilitate and integrate IT programs.

Knowledge, Skills and Abilities

1. Ability to plan, document, and implement operational policies by managing processes and procedures. Utilize IT Project Management principles to establish priorities, goals and objectives for system planning.

2. Ability to gather information, identify and analyze IT issues and develop recommendations and provide solutions to achieve objective goals as they relate to IT services.

3. Responsible for approving/disapproving leave request, evaluate work performance, conduct employ performance evaluations and manage any disciplinary or adverse actions in coordination with the IT Branch Chief.

4. Identify training and development needs of employees and recommend appropriate training.

5. Participate as a representative in technical conferences, provide technical advice to senior management concerning LAN management issues, represent the agency in meetings with FEMA and/or components of DHS, private organizations, and other government agencies, facility mangers, and with representatives of industry intra-agency advisory committees and various State agencies to resolve technical problems.
