SAIC has an opening for a Market Research Analyst supporting the Air Force Medical Evaluation Support activity (AFMESA) and the Air Force Medical Support Agency (AFMSA). The position is located at Fort Detrick, MD. AFMESA is the medical operational test organization for AFMSA. AFMESA supports the medical modernization programs of the Air Force Surgeon General, which includes medical and dental technologies, by facilitating integration and inter-operability at all levels of expeditionary and home station medicine.
The AFMESA mission is to plan and execute operational assessments of candidate technologies, to include but not limited to direct care monitoring devices; medical support equipment, laboratory, pharmacy, radiology, medical logistics; electronic medical records; medical communications infrastructure; blood transshipment; environmental monitoring devices, medical shipping technologies, networking technologies at all levels, and deployable information systems.
Market research and medical technology testing are critical components of the AFMESA mission. Market research complements operational testing, as it helps identify and quantify potential technologies for further test consideration and possible acquisition. Market research is value added and highly sought after by program managers since pre-existing technologies are to be considered for acquisition prior to a product development decision.
Conducts independent, in-depth internet and related product research, information analysis and data collation for a variety of technical and non-technical medical technologies and systems. This position is also responsible for facilitating interpretation of industry, competitive, legislative and market data; compiling environment, market, consumer, competitor and product / service data and effectively comparing features and benefits of competitor products / services. Life-cycle cost in the areas of research and development, investment costs, operations and support, and disposal will be required as directed. The analyst is required to: prepare reports summarizing research methodology and findings / recommendations; present research results in clear, concise, and appropriately formatted documents and reports; provide trend analysis for strategic medical test and evaluation planning initiatives; conduct capability gap analysis for and mission needs/requirements by analysis and review of Joint Capabilities Integration Development System mandated documents and Service or Joint Concepts of Operation to establish the basis for marketing initiatives. The analyst will act as the vendor product information liaison and information analyst to support research projects. Maintenance of a suitable research database including storage and recovery protocols is also required. The incumbent will be expected to represent AFMESA at periodic high performance team meetings held by the program manager or project officer.
Duties of this position also include oversight of the AFMESA market research program assignments and projects; coordination with all test directors and, where appropriate, program managers or project offices at AFMSA, AFMESA; coordination with AFMESA management and staff to manage research assignments and adhere to established processes and procedures for completion of all research reports; coordination of work plans, priorities, and schedules for timely completion of work; establishing broad program objectives; providing direction or instruction to individuals or groups, where appropriate, regarding the research program and related administrative matters. Performs other duties as assigned.
Required Skills: A thorough knowledge and understanding of standard research methodologies and sampling techniques; proficiency with the MS Office product suite, including MS Word, MS Excel and MS PowerPoint; comprehensive knowledge of Internet research tools, such as Lexis-Nexis. The individual must possess excellent written and verbal communication skills; must have a minimum of four years experience performing market research. Exemplars of previously conducted research may be requested for review.
Desired Skills: Recent experience using Internet tools for medical technology research is highly desired; military medical experience or some clinical background/medical research experience highly desired. Familiarity with contents of Department of Defense Document SD-5, “Market Research – Gathering Information About Commercial Products and Services”; Defense Acquisition University (DAU) course, CLC004, “Market Research”; and DAU course, RQM110, “Core Concepts for Requirements Management”.
Education: Bachelor’s Degree is required.
SECURITY CLEARANCE: Candidates must current possess or able to obtain a DoD SECRET security clearance
Travel: Estimated to be 10% of time per month, part of that will be to the National Capital Region. Other travel will generally be limited to the continental United States. Teleconferences and videoconferences will be used whenever possible.
