Manage the Requirements Development and Management effort for the Ground Combat Vehicle (GCV) program. Serve as the Systems Engineering Requirements Lead executing the current Technology Development (TD) phase ending Dec 2013. Plan and manage internal and external SE resources to meet program objectives and requirements. Ensure technical, performance, cost, schedule and quality requirements are met. Coordinate requirement activities with internal IPTs, teammates, program management and external Government personnel. Maintain a security clearance to manage both unclassified and classified requirements.

Primary Duties and Responsibilities
• Lead and manage the systems-level GCV requirements analysis team.
• Manage system-level requirements to ensure requirements are complete.
• Manage and maintain the DOORS requirements database in both an unclassified and classified environment to include coordination of users and licenses across multiple sites.
• Ensure horizontal and vertical integration of requirements with other SE and design products.
• Plan and manage internal and external SE resources to execute the SOW, IMP and IMS.
• Develop, implement and manage project plans to include detailed task definition, resource requirements, and schedule. Serve as a Cost Account Manager (CAM) or Work Package (WP) manager to prepare, monitor and control budgets and schedules
• Lead and coordinate activities of the GCV IPT SE Requirements Working Group consisting of SE and IPT requirement POCs. Provide guidance to multiple IPTs to develop subsystem and lower specifications. Resolves conflicts between subsystems as needed.
• Coordinate requirements activities and data exchange with program teammates
• Maintain a positive relationship with customers and Government SE counterparts
• Prepare inputs to the SEMP and assigned proposal sections, including responsibility for technical and cost content.
• Participate in formal technical reviews with customers and internal technical reviews with peers and subordinates. Prepares and present briefings as needed.
• Support the GCV SEIT Design Decision workflow process relative to requirement impacts
• Directly responsible for the following products: Requirements Management Plan, Specification/Document Tree, System Specification (CDRL), Allocations to Subsystems, and requirements traceability in DOORS
• Applies advanced knowledge of engineering and scientific principles and practices in area of specialized expertise to develop innovative solutions to complex technical problems.
• Provides technical leadership, consultation, or guidance to specialized engineering groups and other technical personnel.
• Conceptualizes, creates, and analyzes designs to ensure engineering projects meet technical, cost, quality, and performance requirements.
• Researches, writes, and presents technical presentations to enhance the company's reputation with customers and in the technical community.
• Initiates and maintains external contacts with key experts and officials of other companies, national labs, academic institutions, and government agencies.
• Performs technical analysis, testing, calculations, and evaluation of results to solve complex engineering problems, using specialized equipment, or by creating computer programs, models, or simulations.
• Prepares, presents, and defends project technical results and recommendations to customers. Participates in formal technical reviews.
• Prepares technical and cost portions of proposals related to area of expertise.
• Maintains up-to-date knowledge of relevant engineering discipline(s), industry practices, trends, and applications. Advises senior management on new developments and programs.
• May direct the work of less senior technical personnel.
• Maintains a safe work environment and ensures compliance with safety objectives and policies.
• Shares responsibility of self-development with immediate supervisor.

B.S. degree in a relevant technical discipline; or an equivalent combination of education and experience plus 8 years relevant experience; or a M.S. degree and 6 years experience; or a Ph.D. and 3 years experience.

• Experience in DOORS
• Experience as Cost Account Manager (CAM)
• Experience with EVMS
• Experience with developing and implementing the Requirements Management Plan to include a responsive requirements change process using ClearQuest
• Managing requirements working group consisting of teammates and multiple IPTs
• Good knowledge of products and advanced knowledge of functional or technical area; advanced knowledge of engineering principles and practices in area of expertise.
• In depth skill using current computer applications and technologies in applicable engineering disciplines.
• Ability to identify, define, interpret, and resolve engineering problems involving conflicting design/contractual/policy or technical requirements across functional areas and with difficult coordination requirements.
• Ability to prepare technical reports, papers, and presentations and deliver them in written and oral form to customers, industry leaders, and senior management. Preferred Skills:
• Certain positions may require a specific technical degree or prefer a M.S. or Ph.D. degree. Prefer engineering experience with relevant applications in a defense environment.
• Specialized technical knowledge of relevant military and commercial design standards. Certain positions may require specialized technical knowledge.
