Health and Safety Program Manager - HARTFORD, CT


The Environmental Health &
Safety Program Manager is responsible for the successful implementation of the EH&S
compliance programs for a portfolio of owned and leased properties inclusive of commercial
office buildings and retail locations. He or she will work to ensure that existing and new
initiatives are delivered in a timely and professional manner that is consistent with the
client?s overall strategic plan. This is a leadership role that requires direction for a
national / regional program. In this capacity, the EH&S Program Manager
will work closely with C&W?s engineering, facility and project management teams to ensure a
seamless delivery of these services. Our goal is to ensure that operating staff perform in
accordance with proscribed EH&S program and building occupants enjoy a comfortable and
environmentally safe workplace.


Provide the vision,
organizational strategy, and focus for advancing safety and environmental compliance efforts
throughout the portfolio based on OSHA, NFPA and EPA (specifically RCRA, CWA and CAA) codes,
requirements and protocols.

Serve as the account
internal leader and ?go to? expert for environmental health and safety issues, monitoring
emerging trends, programs and issues, communicating and educating others on relevant topics
including oversight of the C&W Safety Training Program.

Develop implementation
plans for the portfolio wide EH&S initiatives, policies and procedures focused on
operational safety for operations staff, safe workplace environment for client?s employee?s
customers and visitors as well as compliance with applicable regulatory

Provide the leadership and
integrate the EH&S processes into facilities and project management operations.

Ensure that incident /
accident reports, workers? compensation case files and OSHA 300 reporting are maintained in
a ccordance with regulatory and C&W requirements and record retention
policy. Ensure that the notification and incident escalation plan is up to date.

Ensure the Fire/Life
Safety and Emergency Action Plans are in place and in compliance with NFPA and/or local
municipal requirements for each applicable location.

Develop and implement EHS
qualification program to manage 3 rd party service providers working at Client
locations and under the C&W scope of work.

Develop and implement site
assessment plans in cooperation with facility management and engineering teams to identify
potential risk and associated impacts to C&W staff, client employees and

Develop inspection
programs and establish regular inspection schedules.

Develop / maintain a
database of the various conditions at each location that may pose a potential environmental or
safety risk.

Partner with operations
staff to ensure that corrective and/or preventive measures are completed.

Develop / maintain a
list of scheduled filing requirements (permits, reports, applications) for all locations.

Perform violation searches as
required for portfolio, coordinate activities for resolution.

Develop management
routines with engineering, facility and project management teams including participation in
standing meetings and reporting requirements.

Develop long term

strategies that include:
Awareness programs for
both operations and client staff creating a safety culture at the facility and business unit

Programs for reducing
environmental risk and enhancing safety

Rapid sharing of best
practices and "lessons learned".

Continuous performance
improvement opportunities that align with overall account goals.

Experience and Skill Requirements

Bachelor's degree in
occupational safety and health, environmental science, or related subject. Equivalent experience with
additional certifications (CSP, CIH, CHMM).

OSHA 30 Hour General Industry
Certificate required, OSHA 1910 Training Certificate preferred.

Broad based knowledge of
Environmental, Occupational Health, and Safety regulations. Familiar with most recent local,
state and federal codes, laws and requirements.

7 years managing EHS compliance
and management systems preferably within commercial property/facility operations, repair and
maintenance activities.

Proven experience in
p rogram implementation including
documentation development (i.e. instructions, templates and reports).

Possess analytical and
planning skills necessary to drive program success.

Strong collaboration skills
with the ability to work with and motivate team participation .

Excellent interpersonal and
communications skills with ability to present to client senior management.

Microsoft Office proficiency and
ability to generate and present reports in Excel and PowerPoint.

Driver?s license and the ability to
inspect properties required.
