Position Summary: The primary purpose of this position is to serve as a program manager providing technical advice; relating user requirements to existing technology; serving as an implementation program specialist and monitoring telecommunications programs and/or systems; and serving as a manager/monitor for telecommunications systems plans, programs, and policies for the organization. Also serves as the budget point of contact for the total budget requriements of the branch.

DUTIES:
LOCATION: Communications & Computer Systems Branch, Rome Research Site, AFRL/RIOS, Rome, NY.

MAJOR DUTIES:
  • Plans and develops methods, procedures, policies, and techniques concerning telecommunication systems. Performs work involved in developing, refining, and complying with telecommunications systems planning and policy direction including short and/or long-range planning.
  • Provides technical assistance/guidance to system users, program managers, and contracting personnel.
  • Implements various telecommunication programs to improve existing telecommunications capabilities and new systems requirements.
  • Develops statement of work for telecommunications projects. Provides technical review of design, calculations, cost estimates, implementation dates, and specifications for negotiation and/or administration of contracts.
  • Prepares budget, technical reports, staff studies, and briefings.
QUALIFICATIONS REQUIRED:
SPECIALIZED EXPERIENCE: At least one (1) year of specialized experience equivalent to at least the GS-09 grade level is required. Specialized experience is experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated the knowledge of current developments and trends in communications concepts and technology.

OR

a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., related to the position being filled.

OR

a combination of specialized experience and graduate level education that provides knowledge, skills and abilities to perform the duties of this position. Only graduate level education in excess of the first two years may be used to combine with specialized experience.

TIME-IN-GRADE (TIG) Restrictions for GS Positions: TIG is applicable to all federal employees who have held a GS position in the last 52 weeks. Applicants must have served at least 52 weeks at the GS-09 or higher grade within the Federal Civil Service (or equivalent in an alternate pay system) to be considered for referral. The purpose of TIG restrictions is to prevent excessively rapid promotions in competitive service GS positions and to protect competitive principles.

Your Official Personnel Folder (OPF) must contain transcripts that list the appropriate academic field (e.g., biology, mechanical engineering, economics, sociology, etc.) and all courses you have taken (including those failed) which appear to satisfy the qualification requirements of this position for which you are applying.
