The COE will work with the Quality Assurance Engineering Technician acting as the primary person responsible for the on-site quality assurance and safety compliance.
Attend and record all required Construction Management, Quality Control/Quality Assurance, Safety, Environmental, Cultural Resources.
Provide submittal review/analysis and make recommendations. Maintain submittal files in Construction Management System (CMS).
Provide construction schedule review/analysis and for schedules up to 2000 activities.
Provide safety plan and activity hazard analysis review.
Update and present construction project status reports and Construction Representative Reports (CRRs).
Monitor construction work for compliance with contract documents.
Provide QA of adequacy of construction contractor’s QC program and tasks.
Report non-compliance. Monitor compliance with environmental protection requirements. Monitor construction surveying, materials and system testing.
Provide review/analysis of QC control, safety and production reports.
Maintain working files by construction contract of reports, correspondence and update CMS.
Provide review/analysis to determine the constructability of the facility.
Review contractor’s GIS data base for As Builts to ensure contract compliance with GIS requirements for underground utilities.
Projects consist of office/shop buildings, airfield expansions, utility installation, wharf repairs and industrial facilities and in $5M -$400M range.

REQUIRED EDUCATION, SKILLS and EXPERIENCE:
Degree in Architecture or Engineering and minimum of 5 years' Construction Management experience.
Excellent verbal and written English skills. Experience in briefing management personnel.
Solid experience developing and maintaining complex, long term, multi-year program construction management activities including submittal and RFI processing.
Experience with Federal building projects design codes (UFGs) and construction techniques.
Ability to develop and analyze construction schedules, using Primavera P6 and managing CMS.
Expert in construction practices and techniques.
Accurately calculate construction costs and monitor preparation of as-built contractor activities.
Strength in identifying critical and long lead-time materials and recommending procurement strategies to prevent negative impact on quality, cost and schedule.
