General Definition of Work
Performs complex professional work planning, organizing and directing all police operations, handling personnel and public information matters, ensuring that all laws, regulations and procedures are followed, coordinating work with other departments and law enforcement agencies, maintaining appropriate files and records, and related work as apparent or assigned. Work involves setting policies and goals under the direction of the City Manager. Departmental supervision is exercised over all personnel within the department.

Plans, directs, coordinates and supervises the overall operation of the Police Department; coordinates work with the City Manager and other department directors; ensures compliance with all legal requirements; sets mission, goals, objectives and projects for the department on a year-to-year basis and from a long-term perspective.
Oversees the administration and development of budgeting and expenditure systems and processes; oversees purchasing, bid specification development, contract award, payment approval and ensures process is within budgeted limits.
Monitors the department's overall performance in terms of goals and objectives.
Manages and administers the department's recruitment, selection and promotion process; establishes policies, procedures and processes; participates in the hiring and promotion process.
Meets with outside agencies, other law enforcement agencies and citizens to discuss various topics, issues and/or projects; develops and presents reports to various groups including the City Council, other City departments, Police Department personnel, outside agencies and citizens.
Monitors and reviews major case investigations in order to remain knowledgeable concerning operation of the department and to share information with the City Manager.
Receives and responds to inquiries and complaints from citizens, elected officials, City administration and others regarding individual officers and/or employees on police services.
Keeps abreast of, participates in and ensures department personnel meet the standards of mandated training; monitors and ensures departmental awareness of and conformance with new laws related to law enforcement.
Provides excellent customer service when working with citizens, elected officials, and/or associates.
Supports the overall City organization by executing the directives as set forth by the immediate supervisor and elected officials.
Knowledge, Skills and Abilities
Comprehensive knowledge of the laws, rules and regulations relating to the administration of criminal justice and law enforcement; comprehensive knowledge of scientific methods of crime detection, criminal identification and radio communication; comprehensive knowledge of controlling laws and ordinances; thorough knowledge of the geography of the City and location of important buildings; demonstrated ability to lead and direct the activities of law enforcement personnel; ability to evaluate the effectiveness of the police operation and to institute improvements; ability to communicate complex ideas effectively in both oral and written formats; ability to prepare and review reports; resourcefulness and sound judgment in emergencies; demonstrated integrity; tact; ability to establish and maintain effective working relationships with elected and appointed officials, outside law enforcement agency representatives, associates and the general public.
Education and Experience
Bachelor's degree with coursework in criminology, or related field and extensive experience of an increasingly responsible nature in law enforcement administration including considerable supervisory experience, or equivalent combination of education and experience.
Possession of Advanced Law Enforcement Training certification.
NC BLET Certification
Must meet and maintain minimum training and experience requirements for position as established by the department and the State of North Carolina.
Valid driver's license in the State of North Carolina.
Salary Range: $66,225-$98,312
