You could experience the best of two worlds by taking advantage of the opportunity to become a Citizen Soldier in the United States Army Reserve Military Technician Program. As a Citizen Soldier, you are employed by the Department of Army as a civilian working a normal full-time workweek with all the benefits available to a Federal service employee to include health and life insurance, retirement and Thrift Savings Plan, and accrual of leave (annual, sick and military). When duty calls, you can proudly put on the uniform as a military service member of the United States Army Reserve and receive the pay and benefits associated with the military assignment. As a member of the United States Army Reserve, you are required to perform military duty one weekend a month and at least fourteen days a year of annual training. In your civilian position, you perform work in direct support of the US Army Reserve in an administrative, professional or maintenance related position. As a US Army Reserve Military Technician, you are a vital link in the chain of command of the United States Army Reserve and civil service, working with professionals like yourself at locations around the world or as close as next door. As a civilian Military Technician you are one of the most important keys to combat readiness; as an Army Reservist you have the opportunity to perform military duty to defend and to serve your country by performing military duty when needed.

About the Position:
This position is with the RPAC, HUB, AZ023 located at Mesa, Arizona. Mesa is located in the southwestern United States, near Phoenix, AZ. It is 20 minutes west of Tempe, and 20 minutes southwest of Scottsdale. Phoenix is home to more than five Fortune 1000 company headquarters, including well-recognized names such as Avnet, Phelps Dodge, and PetSmart. Nearby Tempe is home to US Airways. Other companies with major operations in Phoenix include: Intel, Motorola, AlliedSignal, Honeywell, Boeing, American Express, Prudential, Charles Schwab and more. Phoenix has received the National Civic League's prestigious "All-America City" Award four times. In 1993, Phoenix was selected as the "Best Run City in the World" by the Bertelsmann Foundation of Germany. Phoenix has an arid climate that is characterized by some of the hottest seasonal temperatures anywhere. Phoenix averages 325 sunny days and less than eight inches of rain a year. The hottest recorded summer temperature was 122 degrees Fahrenheit. Snow is very rare in Phoenix, though it still can occur occasionally.

KEY REQUIREMENTS

THIS POSITION REQUIRES MEMBERSHIP IN THE U.S. ARMY RESERVES (USAR).

You must be able to obtain and maintain a Secret security clearance.

The business travel requirement is 10 percent.

Moving expenses will NOT be authorized.

DUTIES:
The Duties Of This Position Include:
  • Preparing correspondence and reports
  • Providing technical advise
  • Processing personnel or pay actions for Military
  • Interpreting regulatory or procedural requirements
  • Responding to soldiers regarding pay issues
  • Training others on the use of automated systems
  • Researching complex pay issues
  • Advising Military on Pay regulations and entitlements
QUALIFICATIONS REQUIRED:
Specialized Experience : To qualify at the GS-07 grade level, applicants must possess one year of specialized experience equivalent to the next lower grade level GS-05 in the Federal service or equivalent pay band. Specialized experience is defined as work that involves: performing clerical or administrative tasks such as preparing correspondence, filing and data entry; processing a variety of personnel or pay actions; and interpreting and/or applying regulatory or procedural requirements.

You will be evaluated on the basis of your level of competency (knowledge, skills, and abilities) in the following areas:

  • Skill in using automated systems
  • Ability to analyze data
  • Skill in written communication
  • Skill in oral communication

Basis for Rating : Qualified candidates will be assigned to one of three quality categories: Best Qualified, Highly Qualified and Qualified. Veteran preference eligibles are listed ahead of non-preference eligibles within each quality category.

Interagency Career Transition Assistance Program (ICTAP). The Interagency Career Transition Assistance Plan (ICTAP) provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies. If your agency has notified you in writing that you are a displaced employee eligible for ICTAP consideration, you may receive selection priority if: 1) this vacancy is within your ICTAP eligibility, 2) you apply under the instructions in this announcement, and 3) you are found well-qualified for this vacancy.
