Under the direction of the Fiscal Chief, serves as agency Budget Administration Manager: leads the preparation, implementation, & monitoring of the biennial budget including periodic reports to senior management; works with staff to develop & implement budget policies for new and existing programs &/or initiatives; evaluates processes & programs for efficiency & compliance with current state and agency policies and recommends improvement & required actions. Prepares and monitors fund allotments and disbursement budgets, submitting adjustments and modification as required. Obtains and maintains statistical data to support approved distribution of funds (e.g. allocation methods/grants); assists in the development of annual grants budget; develops strategies for dealing with budget opportunities; develops, tracks & prepares financial analysis of proposed legislation and/or policy changes; prepares monthly and other financial reports; maintains historic appropriation information; prepares Controlling Board requests for Department as needed; serves as liaison on routine and sensitive inquires to other Divisions, OBM/State Accounting, state and federal agencies, ADAMHS/ADAS and MH Boards, providers and stakeholders; serves as agency lead for financial software/applications required for use (i.e., OAKS). Represents agency at Budget Administration related trainings, conferences & User Group meetings. Supervises personnel responsible for the budgeting functions for agency; provides technical direction to staff on funding request for Boards/Providers. Works with staff to develop, implement and monitor policies & program activities related to automation. Manages agency cash, and reconciliation process; develops, implements & monitors policies & usage of the Department’s Board financial reporting processes; advises/provides technical assistance on the review of ADAMHS/ADAS and HM Board & provider service costs, compliance & expenditures reports, etc. Assists in the plans & directs the Department’s capital projects; directs staff in the development, preparation & implementation of the Department’s capital budget plan; ensures assigned account funds are disbursed in compliance with all regulations.

Participates in special projects requiring fiscal analysis & planning, including: best practice models; cost benefit/outcome studies; agency rule review & funding strategies; reviews, codes & approves Department expenditures. Prepares various types of correspondence; provides fiscal & general information on programs to various agencies & organizations; performs other related fiscal duties as required.

Minimum Qualifications:
Completion of undergraduate core coursework in business administration or accounting; 4 yrs. exp. in accounting, fiscal &/or budgetary management, planning & control; 2 yrs. trg. or 2 yrs. exp. in supervisory principles/techniques & training personnel.

  • Or completion of undergraduate core coursework in business administration or accounting; 2 yrs. exp. in accounting, fiscal &/or budgetary management & control; 2 yrs. exp. in accounting, fiscal &/or budgetary management, planning & control in agency paid by warrant of Ohio Auditor of State; 2 yrs. trg. or 2 yrs. exp. in supervisory principles/techniques & training personnel.
  • Or equivalent of Minimum Class Qualifications for Employment noted above.
