The Change and Release Manager organizes, directs, and manages activities for building and maintaining software releases for their promotion to the production environment.

This role serves as a liaison between all American Tower ("ATC") project teams to guarantee smooth and timely delivery of software products or updates.

The Change and Release Manager may manage large multidiscipline teams in a matrix management organization, as well as direct reports.

As the head of the release team, the incumbent will coordinate projects as they move through testing environment, ensuring project dependencies are identified and managed.

This includes instance management in all nonproduction environments.

The incumbent works with all ATC project teams to plan deployment schedules, support test processes and establish the environments used to conduct testing of the final deliverables.

The Change and Release Manager directs activities to ensure the software and hardware releases meet quality standards and performance objectives.

Job Requirements

ESSENTIAL FUNCTIONS:
Manage release plans, coordinating schedules, and content with Development, Quality Assurance, and Operations teams, and with product owners

Define and manage various test environments to ensure proper hardware/software configurations, procedures and tools of control to provide the highest degree of availability and predictability; provide instance management.

Facilitation of regular check-in/status meetings

Work with internal teams and stake holders to ensure on time and high quality project deliverables

Work with enterprise project managers to integrate schedules and deliverables in larger projects using different methodologies and processes

Ensure processes are in place for measuring and improving the quality of releases.

Identify and track key release metrics that are critical to success

Lead escalation process of release issues and ensure that issues are resolved in a timely matter

Develop, audit, monitor and enforce established release management processes and policies in support of cross-domain application and infrastructure deployments.

Act as the gatekeeper to the production environment, ensuring consistency in policies and operational procedures, release integration testing and production validation.

Work with little direction and supervision; complete all projects in a timely manner; make time for unplanned assignments; adapt to changing priorities

Own and drive the planning, tracking, scheduling, and releasing of all release candidates

Work with the various stakeholders and senior management to plan, scope, and identify present and future release candidates

Translate the various work items, dependencies, and information about available resources into an integrated release schedule

Assess risks and develop contingency plans

Participate in and drive high-level strategic decisions about release direction

Coordinate the scheduling and testing of each release candidate from development through to production

Work closely with development partners to align schedules, dates, and requirements

Document the progress of each release and notify stakeholders at each phase

Maintain clear communications and provide program status to all relevant stakeholders, including:

internal project teams, business project teams, product groups, senior-level management and stakeholders as applicable

Participate in critical day to day issues and resolution of complex issues

Educate current and prospective internal customers on process requirements, service components, benefits and value proposition

SUPERVISORY RESPONSIBILITIES:
Supervise and manage the performance of Release engineer(s)

QUALIFICATIONS:
Excellent grasp of product development life-cycle and software engineering methodologies

Strong leadership, management, communication, influencing, team building, and problem solving skills

Ability to work as a team member and lead team efforts in a cross-functional matrix team organization

Strong working knowledge of IT operations and support organizations.

Strong problem-solving, organizational and analytical skills.

Ability to build and manage relationships effectively in a matrixed environment.

Proficient at working in a fast-paced, complex, dynamic, business environment.

Strong verbal and written communicate

Ability to manage time and workload effectively, which includes planning, organizing, and prioritizing with attention to details.

Ability to work well in a collaborative team environment and communicate effectively with all levels of the organization

Ability to solve problems with creativity

EDUCATION AND EXPERIENCE:
Bachelor's degree in computer science, management, IT or related field.

ITIL certification

Minimum 10 years software implementation/management

Minimum 10 years of demonstrated leadership experience required.

ENVIRONMENT:
100% performed in climate-controlled internal office environment working under normal office conditions.

Approximately 10% travel to potential acquisition/deployment sites or target companies’ offices in support of the position’s responsibilities.

While performing the duties of this job, the employee is regularly required to sit, stand, walk, use hands and fingers to feel and handle, reach with arms and hands, talk, and hear.

While performing the duties of this job, the employee frequently is required to stoop, kneel and crouch, lift weight or exert a force up to a maximum of 25 pounds.
