This position is a full-time term appointment not to exceed 4 years. Term appointments may be extended up to 4 years at the discretion of management and in accordance with applicable regulations.

Vacancies from this announcement may be filled at the following grade levels: GS-09, GS-11.

This position has promotion potential to the GS-11 grade level. If selected below the full performance level, selectee may be noncompetitively promoted to the next higher grade level after meeting all regulatory requirements, and upon the recommendation of management. Promotion is neither implied nor guaranteed.

This position is located in Agana Heights, Guam.

KEY REQUIREMENTS

You must be a US Citizen.

Must be registered for Selective Service, see Legal & Regulatory Guidance.

Suitable for Federal employment as determined by background investigation.

Selectee may be required to successfully complete a probationary period.

You must obtain and maintain a secret security clearance.

DUTIES:
The selectee will serve as Public Affairs Officer (PAO) of the United States Naval Hospital (USNH), Guam. Major duties and responsibilities:

  • Analyze immediate and long range community and governmental relations, and formulate strategic plans to meet them.
  • Maintain close contact with a variety of publics of interest; arrange open houses, guided tours, groundbreakings, dedications, and special briefings; and disseminate public relations materials relevant to such events.
  • Plan, write, and supervise preparation of news stories and feature articles; and design, supervise constructions, and arrange for displays and exhibits.
  • Assist the Commanding Officer (CO) in personal relations activities; draft speeches, remarks, articles, and briefing materials for the CO, Executive Officer, Command master Chief, Directors, and other appearing before the public groups and briefing sessions.
  • Represent the CO at public functions and speak to various audiences as needed.
QUALIFICATIONS REQUIRED:
In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities, to perform the duties of the specific position for which you are being considered. In addition, your resume must demonstrate the following:
GS-09:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

Distributing media communications to the general public via orally, written publications and modern media outlets; applying a communication strategic plan; utilizing multifaceted public affairs programs and media communications campaigns to distribute information.

OR

Successfully completed a master’s degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree of LLB., or J.D. (if related). Education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

OR

Possess a combination of specialized experience and education that equates to one year of experience. Percentage of the required education plus percentage of the required experience equal 100 percent.

GS-11:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

Developing and implementing media communications to be distributed to the general public, state and local governments via orally, written publications and modern media outlets; developing and implementing a communication strategic plan, developing and implementing multifaceted public affairs programs and media communications campaigns to distribute information.

OR

Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree of LLB., or J.D. (if related). Education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

OR

Possess a combination of specialized experience and education that equates to one year of experience. Percentage of the required education plus percentage of the required experience equal 100 percent.

Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position.

REQUIREMENTS:
Selectee is required to participate in the Department of Defense direct deposit of pay program.

A secret security clearance is a requirement of this position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a position offer or removal. If you possess a security clearance, please indicate the level and termination date in your resume.

Work requires occasional long periods of physical exertions such as long visits t ooutdoor field sites.

Work is performed indoors and outdoors, often under adverse weather conditions, and may require movement over rough or uneven surfaces.
