GENERAL DEFINITION OF WORK:
Performs difficult professional and complex work in managing the Information Technology (IT) Disaster Recovery Plan to support business continuity. Work involves preparing for recovery and continuation of technology infrastructure critical to the organization by establishing, testing and communicating the enterprise technology Disaster Recovery Plan across the organization.
Work is performed under general supervision of Chief Information Officer.
Manages the development and maintenance of the Business Continuity IT Disaster Recovery Plan for County-wide Management Information Systems;
Leads disaster recovery planning assessments, program and strategy development, deployment and fail-over testing activities;
Develops, implements and maintains IT disaster recovery guidelines, standard operating procedures, emergency response procedures, measurement, monitoring and reporting criteria;
Makes strategic and tactical decisions regarding enterprise system architecture, support and availability as related to the Disaster Recovery Plan and Recommends Disaster Recovery Plan to Chief Information Officer;
Manages IT disaster recovery and resumption plans;
Provides continual review and oversight of IT projects for the development of disaster recovery components based on risk assessment, business impact analysis plans, processes, procedures;
Ensures compliance with the Disaster Recovery Plan and IT Strategic Plan;
Benchmarks disaster recovery preparedness with local, state, and federal jurisdictions;
Negotiates agreements of system interoperability with local, state, and federal jurisdictions;
Maintains a variety of documents in Microsoft Office, Project, Visio and other software;
Produces a variety of reports in addition to the Disaster Recovery Plan including project status reports and disaster recovery benchmarking reports;
Provides general oversight of vendors and contractors working on projects to ensure compliance with disaster recovery and preparedness objectives.
Serves as the Continuity of Operations (CoOP) coordinator for the Department of Information Technology;
Coordinate with the County’s Emergency Services Manager;
Works closely with the IT Steering Committee.
KNOWLEDGE, SKILLS AND ABILITIES:
Comprehensive knowledge of information systems analysis, design, construction, integration, operation, security and maintenance;
skill in information system analysis, design, construction, integration, operation, security and maintenance; ability to analyze, assess, and integrate information systems and plans; comprehensive knowledge of the principles and practices of Business Continuity IT Disaster Recovery; skill in managing a Business Continuity IT Disaster Recovery plan; ability to plan, assess, communicate, implement and maintain a Business Continuity IT Disaster Recovery plan; comprehensive knowledge of project management; skill in project management; ability to plan, assess, communicate, implement and maintain projects; skill in the use of Microsoft Office, Project, Visio and other software; ability to plan, organize and direct a variety of complex technical operations; ability to establish and maintain effective working relationships;
ability to communicate effectively both orally and in writing.
Education and Experience:
Any combination of education and experience equivalent to a Bachelor’s Degree in Management Information Systems or a related field; and 5-7 years experience in IT Disaster Recovery/Business Continuity planning, research, testing, and implementation or in project management developing, implementing, operating and troubleshooting IT systems.
One year business impact analysis experience
Certified Business Continuity Professional (CBCP)
Associate Business Continuity Professional (ABCP) or
Master Business Continuity Professional (MBCP) preferred
IT Disaster Recovery experience
Recovery and resumption experience
Project Management certification a plus
