Reports to the Associate Director. Serves as the primary proposal development and submission contact for the entire center management to develop technical proposals/plans that build on the transportation infrastructure portfolio at the center. Establishes working relationships with funding agencies and organizations, facilitates the discussion concerning research opportunities, collaborates with faculty and staff to develop areas of potential research, and develops successful research proposals. Provides essential services and support to faculty and staff in developing and writing high quality, fully compliant proposals to federal agencies, state agencies, and foundations. Serves as a primary resource to faculty and staff for all grant preparation and submission related matters. Develops and reviews proposal budgets for faculty conforming to the sponsor's and the university’s Office of Research and Sponsored Programs guidelines for grant submission; makes proposal presentation recommendations; develops management plans, small disadvantaged business plans, commitment tables, evaluation plans, and instructional information; and creates resources to support faculty and staff with the grant submission process. Provides consultative support and creates activities and resources that support the proposal and submission process; information on funding requirements; up-to-date availability of upcoming government, corporate, and foundation grants; fellowships/scholarships; and other relevant information. Reviews all business aspects of research proposals for completeness and accuracy. Serves as program manager for the University Center for Disaster Preparedness and Emergency Response (UCDPER) program by overseeing the administration of the prime award and all sub-projects, and by organizing and coordinating the project operations and verifying sustainability. Builds a network of communication and an atmosphere of cooperation among participating faculty, students, consultants, and industry partners to address the UCDPER's research missions. Is responsible for the oversight of day-to-day activities of the program to include outreach, supervision, marketing, evaluation, and preparation of the annual work plan, quarterly reports, annual budget, and annual reports.

Job Requirements
Requires a master’s degree and three years experience in a leadership or managerial role of increasing responsibility that includes development, facilitation, and submission of successful grant proposals. Also requires knowledge of major sponsors' policies and procedures and of business principles and practices governing grants. Requires skills in composing, editing, planning, organizing, integrating information, making decisions, and attaining results; collaborative, diplomatic, and negotiating skills for diverse university, business, and government constituencies; excellent communication, interpersonal, and organizational skills; and the ability to work effectively as part of a team. Also requires computer literacy to include grants.gov, FASTLANE, ERA Commons, TeamWeb (FTA), eProposal, and other web-based granting agency technologies; word processing, database, spreadsheet, and business accounting programs; and search engines. Previous interactions with transportation funding agencies (SNJDOT, FHWA, USDOT) preferred.
