Boulder County's Department of Housing and Human Services (DHHS) is hiring a Health Coverage Guide Manager (Program Specialist III). The manager will provide leadership, direction, and supervision to Health Coverage Guides in the Boulder County Health Coalition Assistance Network.
**The position is dependent upon receipt of grant funding for the project. The position is a term position with an anticipated duration of 18 months, from July 1, 2013 – December 31, 2014, with the possibility of extension based on funding.
Examples of Duties:
The manager will:
*Provide supervision to Health Coverage Guides co-located at community-based organizations.
*Be responsible for developing program policies and procedures related to the Colorado Health Benefit Exchange.
*Monitor the program budget and related expenditures.
*Monitor data collection and evaluation efforts.
*Develop and implement the communication and outreach plan.
*Monitor and assure program compliance.
*Review and respond to state reports.
*Participate on the outreach leadership team.
*Provide direction and support to Health Coverage Guides.
*Organize and schedule work flow effectively and equitably for the team.
*Conduct performance appraisals.
*Assist with resolution of provider or client issues.
*Participate at local and state meetings.
*Interfacing with division directors and program managers to implement system changes and procedures to ensure all eligible families are enrolled in benefits.
*Develop and maintain community partnerships.
*Perform related duties as assigned.
Bachelor's degree in a related field (e.g. Social Work, Human Services, Public Health, Health Care Administration, Business Administration) and four (4) or more years of experience working in community services, human services or social services programs.
Must have one (1) year or more of supervisory experience. (Prefer at least two years of supervisory experience.)
Additional related education may count towards required experience.
Must have experience with health coverage eligibility, policy, and outreach.
The ability to read, write and speak fluently in both English and Spanish is preferred.
Experience working with a diverse clientele and/or underserved populations is preferred.
The incumbent must have the willingness and ability to travel to various locations within Boulder County.
Must have a valid driver's license, current automobile insurance, a good driving record and reliable transportation to be used for work related travel.

Knowledge & Skills
The position requires knowledge and experience with program development and evaluation in health or human services, as well as knowledge and experience coordinating health or human service-related outreach and enrollment efforts. The incumbent will have excellent communication (oral, written) and interpersonal skills; the ability to work effectively with diverse staff and stakeholders; the desire to participate on a dynamic and strategic management team; a working knowledge of the government/non-profit sector; and strong skills in general MS office computer applications including Microsoft Word, Excel, PowerPoint and Outlook.
Primarily sedentary physical work requiring ability to lift a maximum of 40 pounds; occasional lifting, carrying, walking and standing; frequent hand/eye coordination to operate computer keyboard and office equipment; vision for reading, recording and interpreting information; speech communication and hearing to maintain communication with employees and members of the public.
