ENGINEERING TECHNICIAN III (UTILITIES AUTOCAD DESIGN)

Performs or supervises engineering support and drafting duties in a variety of field and office activities.

MAJOR DUTIES

Depending on assigned area of responsibility, incumbents in the position may perform some or all of the activities described below.

Assists with engineering design duties involving the preparation of construction plans, specifications, cost estimates and project schedules for major capital improvement projects (CIP) and Operations and Maintenance (O&M) projects involving the construction of water, wastewater and/or reclaimed water facilities using AutoCAD Map program.

Utilizes data provided by surveyor drawings which are spatially referenced, and creates drawings spatially referenced for use in transferring data to ArcGIS.

Organizes and converts data received from surveyors in computerized form or field notes to develop plans and maps for use by others.

Creates and updates team library of technical drawings for use in creating designs for various projects; Maintains new and update standard details of water, wastewater, and reclaimed water for Water Resource Division (WRD) Design Team utilizing AutoCAD.

Assists with providing technical support to other sections within the WRD on projects involving the optimization, rehabilitation, operation and maintenance of water, wastewater, and/or reclaimed water facilities.

Researches public or private records to obtain or supplement data for survey or drafting purposes and maintains appropriate files.

Reviews construction plans, drawings, shop drawings, and specifications to ensure compliance with regulations and specifications.

Inspects phases of construction projects to ensure conformance with regulations, standards and specifications.

Maintains and updates database of Design Team project files, folders, and drawing data.

Maintains vehicle logs, arranges scheduled maintenance and repairs, orders new and replacement equipment, and restocks vehicles with supplies that have been depleted.

Performs or monitors the performance of field tests to ensure proper installation and conformance with standards and specifications.

Reviews citizen complaints, recommends or takes corrective action, or refers to appropriate office for resolution.

Attends preconstruction meetings with engineers and developers to discuss construction schedules and other issues.

Acquires aerial photography and mapping services for use by engineers and surveyors; prepares related information for bid packages; reviews and recommends approval of payment requests.

Performs other related duties as required.

KNOWLEDGE, SKILLS, & ABILITIES

Working knowledge of drafting and mapping techniques.

Working knowledge of surveying methods and devices.

Working knowledge of public works construction practices and procedures.

Working knowledge of construction methods, specifications, materials and equipment.

Working knowledge of cartographic standards.

Working knowledge of high school level mathematics.

Working knowledge of the use and calibration of engineering instruments.

Some knowledge of the practices and methods of engineering as related to public works projects.

Skill in the use of manual and computer aided drafting, mapping and blueprinting equipment.

Skill in the use of surveying instruments and devices.

Ability to read and understand aerial photos, blueprints, field survey notes, deeds, plats, parcel data, engineering plans and sketches.

Ability to record field notes, sketches, readings, and observations.

Ability to work effectively with others.

Ability to maintain records and prepare reports.

Ability to plan, organize, and supervise the work of others.

Ability to communicate effectively, both orally and in writing.

MINIMUM QUALIFICATIONS

Note: Minimum Qualifications MUST be attained before the recruitment ending date.

Graduation from high school or possession of a GED Certificate; and
Three years of experience in drafting duties and engineering support using AutoCAD in the design of horizontal infrastructure.

OR

An Associate's Degree from an accredited college or university with a major in engineering; and
One year of experience in drafting duties and engineering support using AutoCAD in the design of horizontal infrastructure.

OR

Graduation from high school or possession of a GED Certificate; and
Successful completion of a vocational or technical program in drafting using AutoCAD; and
One year of experience in drafting duties and engineering support using AutoCAD in the design of horizontal infrastructure.
