This notice is issued under the direct-hire authority to recruit new talent to occupations for which the Department of Navy has a severe shortage of candidates or a critical hiring need. As such, this notice is targeted to qualified United States citizens who are not current permanent Federal employees.

This public notice may be used to fill anticipated indefinite, intermittent, permanent, temporary, and term vacancies with a full-time or part-time work schedule in various locations serviced by The United States Naval Hospital in Agana Heights, Guam as vacancies occur during the open period. You may be considered for those vacancies which match your desired geographic locations, experiences and competencies.

    KEY REQUIREMENTS
  • You must be a US Citizen.
  • Must be registered for Selective Service, see Legal & Regulatory Guidance.
  • Suitable for Federal employment as determined by background investigation.
  • Selectee may be required to successfully complete a probationary period.
  • This position is a drug-testing designated position (TDP).
  • You must obtain and maintain a Secret security clearance.

DUTIES: · Ensure staff and clinic compliance with appropriate reviewing of daily appointment schedules.

· Monitor performance of assigned tasks and provide informal, verbal counseling for organizational skills, time management, and work performance.

· Monitor, analyze and assess clinical activities, including staff schedules, patient scheduling, medical records, and clinic operations to optimize performance.

· Provide and document patient and family education and counseling on the proper use of and side effects of medications, equipment, and pre/post-op care.

· Provide nursing advice and consultation in person and via telephone to patients and family members.

BASIC QUALIFICATIONS

A degree or diploma from a professional nursing program approved by the legally designated State accrediting agency at the time the program was completed.

ADDITIONAL QUALIFICATIONS

Selectee must have an active, current registration as a professional nurse in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States

MINIMUM QUALIFICATIONS

A least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector providing nursing care in a multi-service environment (e.g. inpatient, outpatient, Emergency Room).

OR

Have successfully completed doctoral degree (Ph.D. or equivalent) or 3 full years of progressively higher level graduate education in nursing with a concentration in a field of nursing (e.g., teaching, a clinical specialty, research, administration, etc.) or in a closely related non-nursing field directly applicable to the requirements of the position to be filled.

OR

A combination of specialized experience and education that equates to one year of experience. The percentage of the required education plus the percentage of the required experience equal 100 percent.

REQUIREMENTS:

Generally, current Federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. All qualifications and time-in-grade requirements must be met by the closing date of this announcement and clearly documented in your resume.

Selectee is required to participate in the Department of Defense direct deposit of pay program.

A Secret security clearance is a requirement of this position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a position offer or removal. If you possess a security clearance, please indicate the level and termination date in your resume.

In accordance with Executive Order 12564, applicants selected are required to submit to a drug test and receive a negative drug test result prior to appointment. In addition, this position is a drug-testing designated position (TDP) subject to random testing for illegal drug use.

Selectee must be willing to undergo a thorough medical suitability exam and believe I am medically able to perform the essential functions of the position efficiently and without harm to myself or others.
