To direct the right-of-way function for Northern Natural Gas including overall management of the acquisition of right-of-way property and permits and the documentation and retention of permanent land records.
Primary Job Duties and Responsibilities
Develop strategic and operational plans for control, management and improvement of right-of-way capabilities to ensure alignment with Company goals and objectives for capital and operational projects.
Develop and direct the implementation of policies and procedures regarding right-of-way land and property acquisition (easement or fee property), state, county and local permits for construction, and resolution of property damages. Includes full compliance with FERC Order 609 for landowner notification, direction to obtain land surveys and assures timely receipt of all permits.
Prioritize and coordinate right-of-way functions with other support groups (i.e. engineering, project management, construction, environmental, legal) to assure timely completion of capital and operational projects within budgetary limits.
Develop and assure implementation of right-of-way procedures to document, maintain and store permanent land and property records. Ensure software systems for records and documents are developed and procedures are developed and implemented to place strategic right-of-way records on Nvision along with the retention of hardcopy files.
Represents Northern at condemnation proceedings, public hearings, trials and other legal proceedings or appearances for resolution of right-of-way issues. Assures support to Northern's legal representatives.
Develop and assure implementation of procedures to address encroachment of Northern's right-of-way, provide for modification of easements and payment for renewal of rented or leased property.
Assure database systems are developed and procedures are implemented to track right-of-way requirements for capital and operational projects, encroachment requests and status of project completion reports.
Assures landowner and customer relations are maintained including providing liaison services with farm tap owners to abandon, remove and/or buyout of the tap.
Assure support is provided to the emergency response team for all accidents or incidents requiring right-of-way assistance. Provides support in development of the public awareness program and participates in public meetings with first responders and other community officials.
Perform administrative activities necessary for the effective management of the right-of-way department, including employee safety, selection and development of employees, salary administration, budget administration, employee counseling and motivation, organization goals and objectives, and planning, organizing, integrating, measuring, and reporting the work performed within the department.
Perform any additional responsibilities as requested or assigned.
Bachelor's degree in business administration (or related field); or equivalent work experience. (Typically ten years of related, progressive work experience would be needed for candidates applying for this position who do not possess a bachelor's degree.)
Experience and understanding of Northern Natural Gas engineering standards and operating procedures applicable to right-of-way for construction and operations.
Certification as a Sr. Right-of-Way Agent (SR/WA) by the International Right-of-Way Association is preferred.
Advanced degree preferred.
Eight plus years of related experience, including three years of supervisory / management responsibilities. Related experiences should also include knowledge of land rights, title research, surveying principles, contract and real estate law.
