This position is located in the Department Of Human Health Services (DHHS),Centers for Tobacco Products (CTP), Office of Policy (OP), Montgomery County (MD).

Background investigation required.
Assists in developing research plans for investigating methodology and data to estimate the cost of prevention programs, costs of illness, productivity costs due to diseases, and economic benefits from health outcomes. With the assistance of a higher-graded Economist, provides support on many areas of the tobacco industry including growing and processing tobacco and the manufacture, marketing, and retailing of diverse tobacco products. Provides support concerning the economics of illicit tobacco trade. Performs routine analysis of the impact of regulatory and policy options on aspects of the tobacco industry as directed, participates in the development of regulatory impact analyses for CTP regulation including complying with relevant Executive Orders and statutory requirements such as the Executive Order 12866 and the Unfunded Mandate Reform Act. Participates in meetings with economists within FDA and other federal agencies such as CDC on the development of regulatory impact analyses. Provides support on areas of benefit cost analysis including uncertainty analysis, cost-effectiveness analysis, benefit monetization techniques, and incremental/marginal analysis of regulatory alternatives assigned projects that require data collection, data evaluation, data management for statistical and/or economic evaluations and health policy/tobacco product studies.
A degree in economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.
A Combination of education and experience -- courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.
GS-09 Applicants must have at least one year of specialized experience equivalent to the GS-07 specialized experience that is directly related to the position and which has equipped the applicant with the particular knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position, to include experience I have one year of specialized experience, in the Federal service, to include experience assisting in conducting economic research or analysis .
GS-11 Applicants must have at least one year of specialized experience equivalent to the GS-09 specialized experience that is directly related to the position and which has equipped the applicant with the particular knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position, to include experience in the Federal service, to include experience planning and conducting economic research or analysis .
GS-12 Applicants must have at least one year of specialized experience equivalent to the GS-11 specialized experience that is directly related to the position and which has equipped the applicant with the particular knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position, in the federal service, to include experience planning, conducting, and evaluating economic research or analysis .
