The GS-0186-07 is the full performance level for this TERM positions pending the Certificate and is contingent upon the incumbent completing the necessary training and clinical supervision needed to obtain a certificate as a Certified Addictions Counselor within the first 24 months of employment. The position can not be extended without completing the mandatory registration.
The incumbent performs duties as a Social Services Assistant in a residential facility and provides evaluation, counseling, treatment readiness, and referral services to treatment facilities. Conducts initial client intake and evaluations, performs preliminary screenings to identify behavioral types, reaction patterns, and symptoms of acutely ill, alcoholic or drug-addicted clients, and assists the Unit Manager in maintaining security, safety and order. Facilitates psycho-educational modules that focus on substance abuse.
Maintains accurate progress notes that detail defendants and/or offenders participation and progress in RSC programs and activities. Provides technical support to RSC case managers and staff by preparing reports, forms and a variety of referral and case management documents.
Assists in developing substance abuse education seminars and workshops, makes referrals that address defendants and/or offenders medical or program needs, and participates in the group and/or individual counseling of defendants and offenders.
Participates in clinical data collection for research activities.
QUALIFICATIONS REQUIRED: KNOWLEDGE, SKILLS, AND ABILITIES: (The KSAs below may not apply at all grades)
Ability to provide information, instruction, advice, or counsel.
Knowledge of the concepts, principles and support processes related to substance abuse treatment.
Ability to establish and maintain effective relationships in a group living environment.
Ability to work with individuals to assess their needs, provide quality assistance, make referral recommendations and resolve problems.
Ability to prepare written documentation and notes that detail offenders'/defendants' needs and program progress.
Ability to provide substance abuse information, instruction, advice, or other counseling support.
Ability to gather, compile, and update case file data.
MINIMUM FEDERAL QUALIFICATION REQUIREMENTS: Grade 05: Qualifying experience for the GS-5 level includes one year of specialized experience at least equivalent to GS-4 that is in or directly related to the line of work of the position to be filled and that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position as a Social Services Assistant. Specialized experience includes work in counseling individuals who are addicted to or abuse alcohol and/or drugs; and developing substance abuse education seminars and workshops, presenting complex psycho-educational modules that focus on substance abuse and substance abuse treatment, and performing preliminary analysis of information to identify problems.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Experience requirements may be met by successful completion of a four year course of study leading to a bachelors' degree that included a major in social behavior, human behavior, or health care, OR included at least 24 semester/36 quarter hours in any combination of subjects directly related to the position being filled.
COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements.
Grade 06: Qualifying experience for the GS-6 level includes one year of specialized experience at least equivalent to GS-5 that is in or directly related to the line of work of the position to be filled and that has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position as a Social Services Assistant. Specialized experience includes work in counseling individuals who are addicted to or abuse alcohol and/or drugs; and developing substance abuse education seminars and workshops, presenting complex psycho-educational modules that focus on substance abuse and substance abuse treatment, and performing preliminary analysis of information to identify problems.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: The experience requirements for the GS-6 level may be met by completion of 6 months of graduate level education (9 semester/13 quarter hours) with courses such as counseling, human behavior, psychology, social behavior, and sociology.
COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements.
Grade 07: For the GS-7 level, one full year of graduate education meets the requirements for the GS-7 OR the applicant must have 1 year of specialized experience equivalent to the next lower grade level. Qualifying experience for the GS-7 level includes one year of specialized experience at least equivalent to GS-6 that is in or directly related to the line of work of the position to be filled and that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position as a Social Services Assistant. Specialized experience includes work in counseling individuals who are addicted to or abuse alcohol and/or drugs; and developing substance abuse education seminars and workshops, presenting complex psycho-educational modules that focus on substance abuse and substance abuse treatment, and performing preliminary analysis of information to identify problems.
