Position Summary / Responsibilities
This benchmark code is intended for job classifications that have responsibilities for more than one functional area in this job family or over the entire job family.
Assures that employee safety and environmental protection is top priority and that all activities are in compliance with federal and state regulations.
Assures that all resources utilized for the manufacturing functions are procured, maintained, and perpetuated in a cost effective and timely manner within the goals of the strategic business plan.
Assures that all equipment documentation is current and accurate to the latest revision levels to conform to corporate and ISO-9000 specifications.
Continually works for improvement on non-conformances, scrap, and variances to standard performance in support of the Business Plan.
Assures that all internal product documentation is current and accurate for manufacturability of product. Non conformances and exceptions are submitted to engineering for updates.
Formulates and implements plans and procedures for the support of team, business, and corporate requirements and policies.
Acts as the manufacturing liaison in resolving scheduling, staffing, or resource conflicts with other functions.
Initiates over 70% of the project workload as well as assigning project responsibilities to supporting staff and vendor functions.
Responsible for maintaining the manufacturing process at the best-demonstrated levels of performance.
Insures that capable personnel at all levels are available, trained, and informed within the manufacturing organization.
Responsible for preparation of the necessary budget, performance goals, objectives, and operating plans with updates and reports as required.
Responsible for daily operations of a team or work unit (direct supervision of the staff, assignment of work, schedules, day to day workflow, and operating costs). Program Manager responsibilities include: cost, schedule, and technical performance of a specific unit or work package on a large system development-type contract or broad responsibility for all aspects of program performance on a delivery order or small technical services-type contract.

Assignments are received in task oriented terms. Provides direction to subordinates using established policies and precedents. Work is reviewed for adequacy in meeting objectives.

Direct Work Involvement
Monitors work operations of exempt and/or non-exempt employees on a daily basis and actively assists or provides direction to subordinates as required. May perform, especially in staff or professional groups, on-going operational tasks of organizational groups.
Executes department procedures that typically affect individual employees within own department. Policy management: Administers and executes policies and procedures that typically affect individual subordinate employees.
Accomplishes tasks mainly through direct supervision of nonexempt and entry-level exempt employees. Meets the minimum requirements of executive exemption under the Fair Labor Standards Act.
Operations Involvement / Direct Work Involvement
Monitors daily operations of a unit and actively assists, or provides direction to, subordinates as required. May perform, especially in staff or professional groups, ongoing operational tasks of organizations unit.
Ensures that projects are completed on schedule following established procedures and schedules. Erroneous decisions or recommendations or failure to achieve results might cause delays in program schedules and result in the allocation of more resources.
Majority of liaison is on internal basis with subordinates and supervisors at equivalent level or one level higher. Liaison normally involves specific phases of a project or operation. External contacts are infrequent and involve routine matters.
Qualified candidates will have a Bachelor's degree in Engineering, Mechanical Engineering, Industrial Engineering, Industrial Management or a related discipline. Candidates must have a minimum of 2-4 years of people and process leadership experience in a manufacturing environment with electromechanical and machining. Candidates must have a proven track record of performance improvement through the use various continual improvement tools including Lean Manufacturing and TPM.
