For more information, visit Job Purpose: The Manager of Financial Counseling is responsible for the direction and administration of the Patient Financial Assistance department(s)/departmental area(s).-- The Manager plans, implements, and maintains department services that promote positive outcomes, ensures that services are provided in accordance with professional practice acts and standards, agency policies and procedures, and applicable local, state, and federal regulations.

The Manager supports the provision of quality health services for clients by maintaining positive working relationships with our organizations staff, client staff, physicians, other hospital departments, and/or community agencies/services. The primary focus will be the oversight of daily operations and processes for the enrollment of patients into various Medical Assistance Programs provided by federal, state, or local agencies that will generate revenue for the clients in alignment with AR services.-- Essential Duties & Responsibilities: Responsible for leading the financial counseling unit, and performing all of the following:-- determining charity eligibility, making appropriate Medicaid referrals, enrolling patients in Medicaid related programs as appropriate, notifying patients of financial liability and using judgment and decision making to ensure that all avenues have been pursued to ensure reimbursement of professional services rendered.-- Counsels patients on financial matters, requests and collects payments, establishes reasonable payment arrangements; Interacts with the Business Office to resolve reimbursement issues.-- Resolves patient and client related complaints in a timely manner.-- Prepares invoicing on a monthly basis. Prepares reports for quarterly meetings with client. Prepares and is responsible for files and working with auditor on quarterly audits with the expectation of passing all audits.

Works closely with the state to keep abreast on charity care and Medicaid changes. Communicates changes to client in a timely manner. Frequent changes in job duties and assignments may be anticipated due to the nature of episodic patient flows and volumes.-- Cross-functionality, teamwork and flexibility are keys to success in the position as a Financial Counseling Supervisor. Internal Responsibilities: Adheres to all company policies and procedures including, but not limited to those identified within the Standards of Business Conduct and the Employee Handbook, as may be amended from time to time.

Adheres to all applicable laws and regulations and the company's governance/compliance program. Responsible for reporting violations of the company's policies and procedures, Standards of Business Conduct, governance program, laws and regulations through the company's Help Line or other mechanism that may be available at the time of the violation. Assists with internal control failure remediation efforts. Becomes knowledgeable of internal control responsibilities through training and instruction.

Responsible and accountable for internal control performance within their area of responsibility. Participates in the internal controls self-assessment process. Ensures concerns with internal control design or performance and process changes that impact internal control execution are communicated to management. Possesses a full and complete understanding of the internal control requirements within their area of ownership/responsibility.-- Responsible and accountable for internal control implementation and performance within their area of ownership/responsibility.

Ensures proper internal control change management protocol is followed. Establishes accountability for internal control performance with subordinates. Promotes the importance, residual benefits and high priority nature of effective internal control performance with subordinates. Ensures subordinates are adequately trained as to their specific internal control responsibilities.-- Ensures subordinates are adequately cross trained or otherwise have plans to sustain internal control performance during employee turnover/movement.

Ensures the internal control self assessment process is implemented and testing results are documented and evaluated.-- Helps manage internal control failure remediation efforts. Ensures subordinates--- historical internal control performance is monitored and results incorporated into the performance review process. Minimum Qualifications & Competencies: High School Diploma or Healthcare Diploma courses; Bachelor---s Degree Preferred Minimum of 3 years experience in professional services or other health care environment required Previous experience in hospital financial counseling, charity care, hospital billing, hospital business office functions preferred-- Good verbal and written communication skills Good organizational skills Can type a minimum of 30-35 words per minute; ability to pass a clerical examination Can operate general office equipment Is able to work effectively in a fast paced environment Works well in direct contact with the general public Has an aptitude for conflict resolution Possess cultural intelligence; Bilingual Required. Computer literacy required including Microsoft Word, Excel, Powerpoint and Outlook Computer system literacy (MedAssets internal systems) including knowledge and utilization (including running of reports) of MARSS, Summit and any other systems pertaining to the project.
