GENERAL DEFINITION OF WORK:
Performs complex municipal accounting work, fiscal reporting, cost effectiveness functions and coordinates the county cost allocation plan in accordance with the Code of Federal Regulations and generally accepted governmental accounting procedures. Monitors joint city-county cooperative efforts relating to enhanced revenue management. Works with state agencies and consulting firms as necessary in implementing acceptable cost allocation plans. Initiates and implements strategies to maximize federal dollars on an on-going basis.

Coordinates County cost allocation plan for the Family Support Division in compliance with the Code of Federal Regulations, OMB A-87, A-102 and generally accepted governmental accounting practices.

Interprets and supervises a system of accounts and procedures in cooperation with the County Finance Department and in accordance with generally accepted accounting procedures, the State Auditor of Public Accounts and the Virginia Department of Social Services.

Proposes and makes system modifications to accommodate accounting and policy changes.

Initiates and implements strategies to ensure maximum efforts are allowable, accurate and dependable, in the community's human services revenue efforts;

Works as the liaison with the Virginia Department of Social Services as well as other state agencies as necessary.

Works as the liaison between the Department of Finance and the County Executive's Office in projecting future expenditures based upon actual results and proposed maximization strategies;

Initiates procedural changes within the department to appropriately gather track and report expenditures.

Prepares and/or supervises the preparation of documentation and procedures for monthly, quarterly and annual reports;

Oversees year-end adjustments and closings in preparation of the year-end audit in cooperation with The Department of Finance.

Conducts reviews of identified programs/services to determine their ongoing eligibility for funds;

May supervise fiscal personnel;

Comprehensive knowledge of principles of municipal and state accounting systems of accounts, encumbrances and financial management; considerable knowledge of the procedures for financial control and accounting required under the State Auditor of Public Accounts; general knowledge of the procedures for financial control and accounting under the Virginia Department of Social Services; general knowledge of PC/Mainframe database and spreadsheet applications; ability to analyze and solve complex budgeting and accounting problems; ability to work as part of a professional team and to interact with other County, State, and Federal employees in dealing with technical matters; knowledge of supervisory principles and practices; considerable experience in organizing and planing, demonstrated ability to compose documents, interpret and explain rules and regulations.

Minimum Qualifications

Graduation from an accredited 4-year college or university with emphasis in business administration, accounting or related field

A minimum of 2 years of state or local government financial control and accounting procedures. Experience in program supervision and analysis.

Preferred Qualifications

Masters degree preferred

Bilingual English/Spanish skills preferred
