If selected for this position you will:
- Establish study methods and techniques to be utilized in complex studies and audits. Responsible for interpreting findings resulting from studies that are independently developed. Develop recommendations for top program officials and supervisors.
- Analyze and evaluate, on a quantitative and/or qualitative basis, the effectiveness of programs or operations in meeting established goals, measures, and objectives. Analyze and prepare program status reports for review at all levels.
- Evaluate and make recommendations for effective organizational changes.
- Perform program cost analyses or cost benefit or economic evaluations of programs.
- Develop methods for estimating program unobligated balances for the larger grants in a large (about $160M) Division-funded grant program, and estimating the amounts that will be available for offset.
- Establish systems for funds accountability and monitoring the funds allocated for program contracts, including obligations, disbursements, funds availability, projected award fee, etc.
- Perform budget and staff analyses necessary for the Independent Government Cost Estimate.
To qualify at the GS-11 level you must demonstrate in your resume at least one (1) year of specialized experience equivalent to at least the GS-9 level in the Federal service; OR have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related; OR have a combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position. Examples of specialized experience include: analyzing and evaluating the effectiveness of program operations; gathering and organizing statistical information; and developing reports of recommendations for modifying, revising; or implementing procedures to improve the effectiveness and efficiency of program operations.
