University Temporary Services ( UTS ), a unit in Human Resources and within University Targeted Staffing, provides full service temporary staffing to NC State University and UNC -Chapel Hill. UTS is a receipts supported unit, receiving no state funding.
Essential Job Duties
The University Temporary Services Manager is responsible for the strategic planning and service delivery of a dynamic temporary staffing service with on-site locations at NC State University and UNC -Chapel Hill. The Manager oversees the day-to-day staffing activities that are handled by on-site Assistant Managers/Senior Placement Specialists (candidate sourcing, recruitment, screening, assessment, placement, employee counseling, payroll, billing) and is responsible for business development, marketing, financial solvency, goal setting and achievement, and staff hiring and supervision.
The Manager must be an excellent communicator, frequently interacting with University officials and administrators, candidate referral and recruitment sources, community organizations, employees, and applicants. Good judgment must be exercised in analyzing situations and problems and determining appropriate actions. The Manager routinely interprets and applies established policies but also develops policies and procedures related to UTS . The Manager negotiates service delivery as well as compensation rates and administrative fees.
Primary functions include management of the overall service (two locations with potential for additional growth), best practice identification and implementation, ensuring that service specific software is used to full capacity, budgeting, financial accountability, and business development/growth, and marketing. The Manager must ensure that the staff maintains adequate pools to quickly meet client needs; ensures solvency of operations; oversees billing and receipts processes; markets services to potential customers; develops new revenue streams; and facilitates and ensures exceptional customer service.
The Manager has responsibility for two Assistant Managers/Senior Placement Specialists, two Placement Specialists, and two Office Coordinators. The Manager must travel between both locations as necessary and partner with other areas of Human Resources as appropriate.
Bachelor’s degree and four years of progressively responsible professional human resources management experience; or an equivalent combination of training and experience.
All degrees must be from appropriately accredited institutions.
Departmental Required Skills
Experience in the staffing industry, preferably temporary placement services. Excellent communication skills, verbal and written. Ability to build credibility and trust in program and build business. Great organizational skills, solid judgment, and understanding of current HR practices.

Temporary staffing experience; experience with creating and monitoring budgets. Marketing experience. Supervisory experience.
Other HR projects as assigned.
Required License or Certification
Prefer PHR or SPHR ; ASA Certification a plus.
Valid Driver’s License required at time of hire.
