Perform budget formulation work involving preparation of detailed analyses and estimates of annual funding needs for one or more future budget

·

Perform budget execution work involving monitoring obligations incurred and resulting expenditures of funds and the administration and review of requests for allotments of funds for distribution to program managers.

·

Provide financial advice on budget-related matters such as types of funding available, effects of budgetary changes on related activities, status and use of funds, etc.

·

Analyzes budget and/or related information by utilizing common budgetary methods and techniques, applying basic statistical formulas, and contrasting/comparing current and historical budget and program data for the same or closely related programs to accurately discern trends in spending and anticipating needs for funds or reprogramming actions.

·

Use automated budgetary system(s) and computer-generated products in accomplishing budgeting assignments as well as conduct budget-related training of organizational personnel, i.e., resource advisors, financial managers, program managers, etc., and safeguard classified or sensitive budget-related information and/or files

SPECIALIZED EXPERIENCE:
At least one (1) year of specialized experience at the next lower grade (GS-07) or equivalent.

Specialized experience must include

Ability to select and apply a variety of analytical methods and techniques to budgetary processes and knowledge of computerized budget system(s).

Federal Time-In-Grade

(TIG) Requirement for General Schedule (GS) Positions:
Applicants must have served at least 52 weeks at the GS-07 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral.

The purpose of TIG restrictions is to prevent excessively rapid promotions in competitive service GS positions and to protect competitive principles.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1.

Knowledge of structure, programs, and work methods of organization(s) for budgeting work.

2.

Knowledge of the commonly used agency budget procedures, regulations, precedents, policies, and guides.

3.

A detailed, intensive knowledge of the agency budget policies, precedents, policies, and guides.

4.

Ability to communicate clearly and effectively both orally and in writing and the ability to apply analytical methods and techniques to budgeting work.

5.

Knowledge of budgeting regulations and procedures for providing procedural guidance on budget administration.

6.

Ability to select and apply a variety of analytical methods and techniques to budgetary processes and knowledge of computerized budget system(s).

PART-TIME OR UNPAID EXPERIENCE

:

Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
