Direct and coordinate the operation of all public housing projects located in the principal public housing district; develop and implement operating policies and procedures; prepare and justify an operating budget; and supervise central maintenance, tenant selection and tenant-community relations activities; and perform other related duties as assigned.
Minimum Qualification Requirements:
Applicants must meet all the requirements for the position they are seeking as of the date of the application, unless otherwise specified. Please note that unless specifically indicated, the required education and experience may not be gained concurrently. Your possession of the required amount of experience will not in and of itself be accepted as proof of qualification for the position. Overall paid or unpaid experience must be of such scope and responsibility as to conclusively demonstrate that you have the ability to perform the duties of the position. Note: Your calculation of experience must be based on full-time, 40-hour work weeks. Part-time experience must be pro-rated. Example: Twelve months of experience at 20 hours/week is equivalent to six months of experience, not one year. Also, hours worked in excess of 40 hours/week will not be credited. Example: Twelve months of experience at 60 hours/week is equivalent to one year of experience, not one and a half years.
To qualify, you must meet all of the following requirements:
Education: A bachelor's degree from an accredited college or university.
Excess Specialized Experience as described below or any administrative, professional, technical or other responsible work which required a high degree of analytical skill may be substituted for Education on a year-for-year basis.
Specialized Experience: Two and one-half years of experience must have been in one or a combination of "A" or "B" below:
A. Progressively responsible work which required participation in, or the conduct of, most of the operational activities normally associated with housing projects, including such activities as:
1) Development and implementation of local policies, procedures and work plans;
2) Supervision and training of subordinate personnel;
3) Budgetary control and fiscal management of funds and expenditures related to project operations, maintenance and repair of project facilities, etc.;
4) Evaluation of operating and maintenance costs and practices to obtain maximum efficiency and economy;
5) Rental and occupancy activities involving tenant selection, dwelling unit assignment, surveys of local rent and utility rates, setting and/or collecting rents and charges; and
6) Community and tenant relations including development of cooperative dealings and harmonious relationships, adjustment of complaints, assistance on problems of health, safety, recreation and social welfare needs of tenants.
B. Progressively responsible work in real property management as an employee or agent of a real estate firm, bank, insurance company, etc., engaged in the control and conduct of multiple unit residential housing operations, private housing developments, shopping centers, etc.
Such work must have provided the applicant with a knowledge of, and experience in most of the following activities:
1) Establishment of rent schedules;
2) Property rental, lease negotiation and preparation;
3) Property maintenance and repair which included responsibility for the efficient and economical maintenance of the property and the protection of the owner's investment through property inspections and effecting needed repairs and alterations; and
4) Fund management; i.e., the installation and maintenance of fiscal accountability control procedures and records to reflect income and expenses.
Of the required Specialized Experience, at least one year must have been at the level of difficulty and responsibility comparable to work of the Public Housing Specialist V in the State service, OR two years of work comparable to the Public Housing Specialist IV in the State service. For example,
The Public Housing Supervisor V is responsible for supervising the operations of one or more public housing projects, including planning, organizing and coordinating the operations, investigating tenant complaints and difficulties, inspecting property to ascertain the need for repairs, and developing tenant recreation and social activities.
The Public Housing Supervisor IV duties may be of two types: a) assisting a higher level public housing supervisor in directing the operations of several public housing projects or rent supplement and leased housing projects; or b) as a staff specialist concerned with developing statewide public housing programs, policies and procedures, providing technical guidance and evaluating and reporting on statewide program activities.
Property maintenance or management of your personal residence is not creditable.
Supervisory or Staff Experience: Two years of experience in one or a combination of "A" or "B" below:
A. Experience which included (1) planning and directing the work of others; (2) assigning and reviewing their work; (3) advising them on difficult problem areas; (4) timing and scheduling their work; and (5) training and developing of new employees.
B. Experience in the field of public housing, real property management, or related fields as a staff specialist which involved work such as conducting studies and making recommendations for the development or revision of standards, policies, procedures and techniques pertaining to program or activity; giving technical advice and direction; gathering data to determine conformance with standards and requirements; conducting special studies; recommending staff improvements and developing training materials. Also, work experience which involved securing the cooperation and support of private and public agencies and community organizations to promote, develop and maintain an understanding of public housing goals and objectives and the role public housing projects play in the total pattern of community organization; collecting and analyzing data on present and projected manpower needs and on employee training programs to meet manpower needs; and evaluating standards, policies, procedures and techniques pertaining to public housing activities.
Substitution Allowed: A master's degree from an accredited college or university with a major in business or public administration may be substituted for one year of Specialized Experience.
License: A valid driver's license is required for some positions. For those positions requiring a driver's license, you must possess a valid driver's license at the time of appointment.
